Inspector was joined by Mrs. Cortnie Pool of TCEQ as this was a joint inspection with EPA lead. Inspectors met with Mr. Brent Willcox (Manager) at the Opening Conference. Inspectors presented their credentials to Mr. Willcox and informed him that this was an EPA inspection to determine the facility's compliance status with the Concentrated Animal Feeding Operation (CAFO) regulations as authorized by Clean Water Act (CWA) Section 308. The scope of the inspection included a compliance evaluation of the facility's site operations and record keeping required in their TCEQ CAFO general permit. The government vehicle was parked in the parking lot outside the facility office and the inspection was performed in a company vehicle. EPA inspector wore boot covers. Inspectors were accompanied by the manager. FACILITY DESCRIPTION The facility operates under the TCEQ CAFO general permit TXG920456 issued September 12, 2024, and expires July 20, 2029. The facility is permitted for a maximum capacity of 95,000 head of beef cattle. According to the manager the facility handles 76,396 head of beef cattle in confinement and are kept on average for 220 days. Animals are housed in open lot pens. Pens are cleaned via scraping using a front loader which is done daily. Lot scrapings are composted and then hauled offsite via 3rd party contract. The facility utilizes a playa as their retention control structure (RCS). Wastewater is routed from pens to the playa via drainage channels and gravity flow. The facility is designed as a total evaporation system and has no Land Management Units (LMUs) for wastewater application. The facility's Pollution Prevention Plan (PPP) included a certified "No Planned Application" letter and that a Nutrient Management Plan (NMP) would be developed and implemented prior to land application of manure and/or wastewater. Mortalities are composted onsite. Commodities are stored in covered silage bunkers and grain silos. Section II - OBSERVATIONS Randall County Feedyard has the requirements to meet the large CAFO regulatory definition. The open lot pens were clean and without any visible manure piles inside the pens. All manure stockpiles and composting on-site were within the drainage of an RCS (Appendix 1, Photos 2 & 3). The mortality composting site was bermed on the perimeter, in the drainage of the RCS, and not built in a floodplain (Appendix 1, Photos 5 & 6). All the berms on-site were in good condition. Drainage channels were properly routing runoff to the playa during the inspection without any signs of problems (Appendix 1, Photos 1, 3, 5, & 11). All records required by the permit were present on-site at the time of the inspection. A check of the playa design and as-builts showed adequate storage for the production area and 25-year/24-hour rain event. Minimum required capacity is 807.95 ac/ft (acre-feet), and the playa capacity is 1,055.80 ac/ft. The playa is clay lined and certified by Norman Mullin from Enviro Ag Engineering on 10/25/1994. Infiltration tests were all shown to be above the minimum requirement of hydraulic conductivities no greater than 110-7 centimeters per second performed 12/14/1993. A visual check of the playa was conducted and there was adequate freeboard, pole marker, lack of erosion, no solids overloading, and no evidence of unauthorized discharge (Appendix 1, Photos 7, 8, 9, & 10). 2 Randall County Feedyard Inspection Date 03/05/2025 Section III - AREAS OF CONCERN There were no areas of concern at the time of the inspection. EPA Region 6 inspector conducted a closing conference for the Randall County Feedyard inspection at approximately 10:55AM on March 05, 2025. During the closing conference, the inspectors reviewed findings with the Mr. Willcox. Section IV - FOLLOW UP No follow up with the facility has occurred since the time of the inspection.
