I just returned from Des Moines, Iowa, and find your interesting letter of June 22nd and enclosures. Our check herewith will take care of your statement.
The only disquieting note at our meeting in Washington was the possibility that the new technique of attempting to establish or measure absorption by application to dead skin would be equated with the type of research you have documented and sub mitted. Surely, no such new technique can be meaningful unless supported by blood and urine analysis on the same subjects from whom the dead skin is removed.
Unfortunately, the question of filing a petition for acceptance of lead acetate as an ingredient in products within the scope of your prototype formula has political overtones that may out weigh the clear scientific facts. In any case, our group will meet soon to review the entire picture.
Again I would like to tell you that I think your performance at the June 16th meeting was magnificent, as well as edifying to all concerned.

Dear Mr. Gordon;
I trust that you and Mr. Combe's had no difficulty in reaching New York
and your homes on Tuesday. My plane was late in reaching Washington, and
hence even later in arriving in Cincinnati, but otherwise the trip was
uneventful. .

Our exchanges of information and views were sufficient so that there is no need for further comment from me. I content myself, therefore, with sending you the account of my expense, together with a bill for my services. The latter, I should say, were limited entirely to my comments on further experimental work and on the meaning of the information now available.
I think we established the fact that, for practical purposes, the research on this problem, in so far as it relates to public health, should be of such a sort as to be interpreted simply and readily. There is room, of course, for strictly scientific and not necessarily practical investigation. The latter in this instance, so far as we have information, may contribute little to the interpretation of the hygienic situation. I would think it fairly certain, therefore, from the viewpoint of the potential hazards of your activities in manufacturing and dispersing your products, that you could develop an acceptable petition for official action. You are in better position ihan I, however, to exercise judgment as to the strategy which should be employed in dealing with matters of official procedure.
