Dear Mr. Brocka:
We have reviewed the results of the Monitor Certification Test performed by Certainteed Corporation between the dates of January 21 through 26, 1984. These results indicate that Certainteed's vinyl chloride monitor has met all of the performance specifications and has been determined to be equivalent to annual emission testing required by Section 77.8 (a)(1) of the LESHAP regulations.
This certification shall remain in effect until the system is removed, modified or if there is reason to believe that the performance specifications are not being met.

Dear Mr. Gellner:
As you are aware, on June 20, 1983, the State of Louisiana promulgated regulations governing facilities which produce vinyl chloride, polyvinyl chloride and ethylene dichloride by oxychlurination. These regulations require the owner or operator of a vinyl chloride source to test emissions from the source on an annual basis using Test Method 106.
In order to minimize the necessity of annual stack testing, but at the same time provide adequate assurance of compliance with the emission limits, the Air Quality Division has developed a set of guidelines for vinyl chloride monitor certification. Facilities v^ishina to be relieved of the annual stack test requirement may be granted, upon written request, an equivalent monitor certification provided thStT the attached test procedures are followed and all performance specifications are met.
^Certified vinyl chloride monitors shall be deemed equivalent to the annual emissions Cestin^~Te^iiix&d bv Section 77.8(a)(1) of the Louisiana Air Quality Regulations. A certification can not be used in place of an initial stack test on a new or modified source which has not been previously tested by Method 106. Vinvl chloride monitors which meet all performance specifications shall remain certified until the system is removed, modified, or if there is reason to believe that the performance specifications are not being met.
Be reminded that the equivalent performance specification test or Method 106 stack test must be completed prior to expiration of the extended compliance test period.
