SECTION I - INTRODUCTION
Site Entry and Purpose of the Inspection
The Port of New Orleans and surrounding facilities were selected for inspection based on a Regional initiative to evaluate facilities at ports receiving or transporting Resource Conservation and Recovery Act (RCRA)regulated hazardous wastes, and/or have an International Convention for the Prevention of Pollution from Ships (MARPOL) Annex V Certificate of Adequacy (COA) issued by the U.S. Coast Guard (USCG).
This report is based on information supplied by the facility representatives, inspector observations, portrelated facilities, and other records, including photographs taken, verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report.

Lead Inspector: Vince Damiano Attendees: David Diamond (Manager) and Ryan Torres (Vice President)
AEIS is located in New Orleans, LA and operates as an emergency response remediation company responding to environmental spills. AEIS also has an industrial cleaning operation where it conducts tank cleanings for clients and provides vacuum truck services. Mr. Diamond stated that any wastewater generated from tank cleanings is vacuumed out by the vacuum truck and brought straight for disposal. The only waste that would ever be brought back to AEIS is drummed-up diesel waste from spills or drummed-up used oil from spills. The drummed waste is typically in solid form because it is mixed with absorbent material to contain the spills. Mr. Diamond stated that if they ever do manage hazardous waste, it is never brought back to the facility and brought straight to the customer's designated disposal facility. AEIS is registered with the EPA as a transporter of hazardous waste and used oil.
After the opening conference, the inspection team observed AEIS's waste storage area. The inspection team observed five full 55-gallon drums of non-hazardous diesel fuel mixed with absorbents inside the waste storage area. Mr. Diamond stated that non-hazardous waste or used oil is never kept on site for more than two weeks. The inspection team did not observe any areas of concern (AOCs) at the time of the inspection; however, further EPA review may change or add to their potential AOCs. A closing conference was conducted at approximately 2:00 PM with AEIS personnel.
