Section I - INTRODUCTION
PURPOSE OF THE INSPECTION
EPA Region 6 inspector Matthew Allen arrived at the 4D Oil & Gas, LLC/Nellie Noble Lease tank battery (OKU002212) at 2:50 PM on 2/27/2025 for an unannounced inspection. This was an EPA inspection in response to a citizen complaint which was received by EPA Region 6. The inspection was conducted under the authority of the Clean Water Act (CWA) to ensure compliance with Environmental Protection Agency (EPA) regulations. No other local, state, tribal or federal partners were present at the time of the inspection.
FACILITY DESCRIPTION
EPA conducted an inspection at the 4D Oil & Gas, LLC/Nellie Noble Lease tank battery (OKU002212). The facility consisted of the 4D Oil & Gas, LLC/Nellie Noble Lease tank battery, and the connected wells and flowlines.
Section II - OBSERVATIONS
I observed the Nellie Noble Lease tank battery facility signage. A recent spill inside the Nellie Noble tank battery was the source of the citizen complain. See photo No. 1, of Appendix 1 (photo log). For additional GPS location information and photo metadata, see the attached photo log.
I observed the Nellie Noble tank battery along the east side of the facility, this facility overview can be seen in photo No. 2.
I observed the west side of the facility. At the time of the inspection, there was significant oil staining on the soil, gravel and vegetation inside the facilities' secondary containment. This facility overview and oil staining can be seen in photo No. 3.
I observed the oil-stained sump/pit area at the northwest corner of the facility. See photo No. 4.
I observed an oil-stained area immediately north of the northernmost tank at the facility. This area appeared to be caused by leaking piping or valves. See photo No. 5.
I observed the facilities' loading area, which was located outside of the secondary containment. There was oil-stained soil/gravel present at the time of the inspection. See photo No. 6.
Section III - AREAS OF CONCERN
The primary area of concern at the time of the inspection was the significant oil staining located both inside and outside of the facility.
Section IV - FOLLOW UP
Inspector referred the facility to the EPA-SPCC/FRP program for further evaluation.
