Also attached is a copy of the EPA Report on their Jan. 27, 1976 visit to our location. As you recall we originally heard from Mr. Zar on April 28. At that time he requested to meet with Monsanto on the basis of the Versar Report and the EPA January visit results. JWe noted that we had received copies of the Versar Report but nbt the EPA visit. He agreed to delay any meeting until he forwarded a copy of the EPA report which we received on May 12. As per your request I called Mr. Zar today and acknowledged re~ ceiving their request. I asked him why the report contained no PCB air emission results. He stated their air people considered their work to be of a "preliminary nature" and they would like to talk across the table in a "preliminary" way. He also stated that the air people had discussed including their results in the report but had decided to not include them by intent. Mr. Zar stated that their primary interest at this time involve emissions to the water and their proposal to limit discharge to 1 ppb. . He also stated that it would be appropriate to first respond to their proposal in writing. He inferred either meeting or writing would be an appropriate first response. I asked if they intended to have Legal Counsel present at the meeting. He stated "probably yes". He noted that the Mr. Fenner referred to in the EPA letter is their Legal Counsel. When Mr. Leisy returns from vacation on May 17, I suggest he will discuss this with the appropriate people and we will decide on ?tn appropriate course of action.
