I would strongly suggest that Dr. White, because he has been involved in the ongoing consideration of the asbestos health problem, plan to attend. I am enclosing a copy of a recently-received study by NIOSH^ re lating to OSHA's proposed standard of 3.5 fibers per cc 8-hour tire weighted average. Does this study affect your and Dr. White's thinking concerning the adequacy of a 2-fiber atmosphere to protect against malignancy? Does it alter your view as to the role which smoking may play in inducing lung cancer? Does it alter the rec ommendations you have made to date concerning what we should say to adequately convey an accurate health warning in the various docu ments under consideration? Any other comments you and Dr. White deem relevant would be appre ciated so that they can be taken into account in the preparation of final documents for the meeting on the 26th.
