(EEH) The subject invoice is the result of a continuing error being made by the Woodbury, New York office of EEH. Arrangements for a single, final invoice were clearly defined in Mr. Richard L. Davis's letter dated January 11, 1972, and confirmed during a discussion with him early during February. This continuing error being made by their Woodbury office was discussed again on March 26, 1977 with Mr, Davis who requests that the following procedure be followed: 1. That the subject invoice be forwarded to him. 2. Should any subsequent invoices be received from their Woodbury, New York office, they should be ignored with the exception that again, they should be forwarded to him. 3. In accordance with the January, 1972 letter, MCA payment is not to be made for this project until after we have received a single, final invoice. By way of further clarification, Mr. Davis emphasized that the Woodbury^ office does not have/under EEH operating procedures^ authority^o issue an invoice on a project of this type.
