The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has five, STI-P3 underground storage tanks (UST) with a total of seven compartments. Tank/compartment identification, capacities, and products are listed in the table below. Piping for all tanks is doublewalled, pressurized, fiberglass reinforced plastic (FRP). There are a total of 13 dispensers including 3 bulk dispensers. The EPA last inspected the Facility on May 17, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with the Facility operator on August 11, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). The EPA inspection team arrived at the Facility at 11:40 a.m. MDT. Ms. Grabowski introduced herself to the Facility operator and presented inspector credentials. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment B. Copies of operation and maintenance records are in Attachment C. Tank Leak Detection Tank leak detection is conducted by a Veeder Root TLS 450 automatic tank gauge (ATG), which performs continuous statistical leak detection (CSLD) via probes in each tank. Records of 0.2 gph monthly tank leak detection tests were provided for the past 12 months (September 2024 - August 2025). Annual operability testing of the ATG console and probes was conducted and passed on May 7, 2025. Piping Leak Detection Piping leak detection is satisfied by 11 electronic line leak detectors (ELLD), which perform monthly 0.2 gph tests and annual 0.1 gph tests. Records of piping leak detection tests were provided for the past 12 months (September 2024 - August 2025). Annual operability testing of the ELLDs was conducted and passed on May 7, 2025. The facility is also equipped with sensors in each of 11 tank top sumps and 13 under dispenser containment sumps. Sensor status records indicated normal operation for the past 12 months (September 2024 - August 2025). Each of the 24 sensors passed annual operability testing on May 7, 2025. Additionally, each of the containment sumps had low liquid level testing conducted on April 11, 2023. Three sumps failed testing and were replaced in April 2024 according to the Facility operator and service invoices. Cathodic Protection The last two cathodic protection (CP) test results, dated February 28, 2024, and March 13, 2020, were provided. All five STI-P3 tanks passed CP testing. Piping material is FRP. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Triennial spill bucket test results and triennial flapper valve test results, dated August 19, 2025, were provided during the inspection. All spill buckets and flapper valves passed testing. The service provider who conducted the testing emailed a corrected record of flapper valve testing on August 27, 2025 (see Attachment C). 2050071 - Agland East Page 2 of 3 8/26/2025 UST Inspection Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly and annual walkthrough inspections records for the last 12 months were provided. The last annual walkthrough record is dated September 19, 2024. Operator Training Class A, B, and C operator training documentation was provided at the time of inspection. is the Class A/B operator and various individuals are trained as Class C. Financial Responsibility Agland Coop uses the Montana state fund as a financial responsibility (FR) mechanism. A certificate of FR as well as the DEQ operating permit were provided at the time of inspection. Physical Observations The EPA inspector viewed the spill buckets/fill pipes, sumps, dispensers (including bulk), and the ATG console. The Veeder Root console indicated normal system status. The containment sumps and spill buckets were free of liquid and debris. Test boots within many of the STP sumps were tight and may not allow product to enter the sump in the event of a leak from primary piping. Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector filled out an Onsite Deficiency Identification Form (see Attachment D), which represents initial compliance recommendations at the time of the inspection. Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E). Ms. Grabowski provided the Facility representative with the deficiency form and retained a carbon copy for recordkeeping. Inspection Report Attachments A.
