v Ar.srvda ItaaKo. 1 - Tha Wnutec of the previous meetings (October 1, 1965 and April 2d, lsSS) ware approrad at received by sail. Tha Kinutaa of tha January 25, 1966 meeting ware diatrlbuted at tha Beating and approved fol
J lowing a brief discussion.
Ruanda Ite Ho. 2 - A suggestion by tha staff that the Lead ZnfonaatloQ Prograa for 1967 should Include the publication of a research digest listing currant health and safety projects (elating to lead products and their use was unanimously endorsed by the n Thera of the Coccittee.
;
It was agreed by all that the over-ell Lead Information Prograa should eacorpasa a poaltire approach. The need for euch an approach by our industry was well illustrated by the public relations problems encountered by the autooohlla end insurance industries as described in an artids which appeared In tha Septecber 9, 1966 iaeue of the foil Street Jo-imal. copies of which were 1 distributed at tha seating. It waa noted in thla article that both the autcan4 bila and ineuranee lndustrlea had suffered senrere blows to their public images by waiting for governmental prodding in solving prctlaoa affecting the public. Accordingly, it was the consensus of opinion that greater emphasis should be placed on the public relatione aspect# of the total health and safety prograa
in 1967.
Arenda Item Ho. 1 - The staff reported the the US FH-Lead Liaison Coevalties has been forced and will have lta first testing in October, 1966. This Comittee will be cocprleed ofi 3 representatives from the lead industry! 2 representatives froo the Azeri can Pstrolsua Institute; A representatives from the U.3. Public Health Service; and cos representative frost tha Autcooblle Manufacturers Association.
5* &
I
It was noted that the activity of tha Coandltee will Include, aaong other things, reviewing all lead research currently being conducted in tha 0.3.
Aranda Itea Wo. L - Tha staff reported that the Pennsylvania Air Pollution Comlsslon, at its meeting on August 31, 1966, had accepted a report of tha Technical Task Group which set a rvew Psnnaylvanla Lead /Ur Quality Standard of five micrcgrana per cubic meter of air averaged over thirty day*. It la expected that this report will be voted on at the next meeting of the Coaststlon to be held on Septaober 26, 1966.

The otaff ha# followed this situation closely, and has discussed this natter
with tha Chairman of tha Pennsylvania Air Pollution Control Coazlsalon, tha Director of tha Division of Air Pollution Control of the Pennsylvania Department of Health, and representatives of oqparles In the Lead Industry having ccrg><snl*a In Pennsylvania. In addition, literature has bean aant to our Besfcer cocpaniso in Per-'.jylv&.'ii* describing a method for obtaining outside air saag&ss that vlll b* In accord with that used by tha Cccssonwoolth of Pennsylvania and tha 0.3. Public Health Service, together vith a recoeseendatlen that actual teat data covering the lead content of air outalda of our plants be obtained in advance of tha Septecber 26 Beating.
Kr. Kelson reported on data collected over the peat 20 years shoving leadln-alr concentrations at tha proparty line of one of ASAROO's secondary plants (lead smelting, brass and soldar production),aid also at their laboratory location. These figures showed a generally decreasing trend In the atmospheric concentrations of lead during this 20-yaar period. Following diecusalon, it was suggested that the staff conduct a surrey of the Berber companies of L1A to determine If ary of thea have developed Information eiailar to that reported by Kr. Kaleon.
It was also suggested that the etaff approach the Industrial Hygiene Foundation to determine that kind of assistance that organisation could provide.
4*-r>4.ijlar} fP>. 5 - The etaff called attar.tlon to a recent LZXD KTCQXK AKD
SAPi-Tf bb'LhJILK thlch had requested our aecber cc^-anlee to cooperate In a
proposed blood lead analyala program being sponsored by the Analytical Cbenlatry
Section of the American Industrial Hygiene Aaeoclatlon. The purpose of this
study Is to compare analytical results on delicate sacple* frosa different laboratories that are willing to participate. The result* will then be analysed to determine if any actual referee progras 1* necessary, as there
5: , ^.
are currently Indications that very few laboratories are able to do a good
Job.
V
The Ccoslttee expressed an interest in this program, and several b s ebere supplied addresses of their oo*g>any labor*tori## for participation la the
progran.

a. Mr. X. Kelson reported that he had nde a study of load poisoning eaaao
for tfilch cocpensatlon was paid In tha United States, and had found
the number of ouch eaaei alarolng. He suggested that tha Lead Industries
Association consider tha feasibility of offering tha eoaUer lead uaara
a preliminary kind of laboratory sendee, on a confidential basis
3
s?-:
and at very low ooet, as a assn* of reducing tha nuaber of reported lead poisoning cases. It Mas noted that the costa for such laboratory teats at nany of the private laboratories are excessive, and nany of
the asaller cospanles are hesitant to rsqusst such tests froa State
laborstorise. Accordingly, It vea suggested that, because of tha
atools absorption techniques developed In recent years Baking It
possible to run a great nusber of testa at vary low cost, several
of the larger Berber cocg>enlet tdilch have atoaia absorption unit* w Bight wish to assist in this progran.
b. Hr. Kelson suggested that It Bight be advisable to run blood lead
analyses on spaclsens that have been aeeumlated in blood banks and hospitals, which would provide an Index of tha blocd-leeda of
tha general population.
^
Thera being no further buaineea, tha nesting was adjourned at JA5 pa.
