notice and opportunity for comment are
impractical and unnecessary within the
meaning of 5 U.S.C. 553 in view of the
limited duration of the extension and the
continued applicability of the 1972
standard (29 CFR 1910.1101) to cover the
gapa in coverage created by the partial
