TX 77001 August 18, 1981 SUBJECT: VINYL CHLORIDE STANDARD AMENDMENT STATUS I had a phone conversation with Les Evans of EPA on 8/18 regarding the status of their work on the vinyl chloride standard. Les said that TRW is no longer working on the standard and EPA will do future work in-house. Les will share the work with a new EPA engineer, Cindy Fabian. EPA has drafted an Advanced Notice of Proposed Rulemaking (ANPR) scheduled for publication in the Federal Register late October or early November. The ANPR is scheduled to go to Don Goodwin in a few days and then through several levels of review before publication. This seems to be a low priority project with EPA and Les said the ANPR may not be out until early '82. The 1977 proposed VC1 Amendment will be withdrawn when the ANPR appears in the Federal Register. Les said that EPA will not tighten up on many areas of the standard. He declined to elaborate since the ANPR may be changed during the EPA internal review process. JCL:ml cc: J. A.
