Services to issue risk management policy and procedures relative to AFFF. In preparation for responding to this memo, a Navy & Marine Corps Stakeholders discussion will be convened on Tues., 05 Apr 2016, from 1000-1130 in the OPNAV N4 Main Conference Room # 2E263. The purpose of this 05 Apr meeting is to solicit, discuss, and refine potential risk management procedures and actions which support the OSD recommended actions, underpin an ASN EI&E policy on this subject, and implement a way forward. 2 US00005459 Issues/topics to be discussed include the following proposed elements for an ASN (EIE) policy to meet the OSD memo: * Require BMPs/containment for all AFFF storage and system applications. This includes FIAZMAT/supply areas, mobile equipment, training locations, fixed flooding systems, etc. * Require replacement and proper disposal of all AFFF containing PFOA or PFOS, as follows: o All partial and full containers of material within 6 months o All mobile firefighting and crash response vehicles within 12 months o All fixed and training systems without complete containment and disposal BMPs in place within 18 months o All fixed and training systems without complete containment and disposal BMPs in place within 36 months o All shipboard systems during next availability, but no later than 60 month * Require assessment of the availability of PFOA/PFOS-free AFFF products on QPL-24385 * Require guidance/information be provided for purchasers and end users for ordering PFOA/PFOS-free AFFF products on QPL-24385 via NAVMSG, Advisory, other (advanced change notice to MIL-SPEC; applicable Tech.
