To: From: CELANESE CHEMICAL COMPANY, INC. TECHNICAL CENTER Corpus Christi, Texas Mr. R. M. Guedin PLAINTIFF'S EXHIBIT CEL-545 R. F. Stubbeman RFS-408-80 May 6, 1980 Implementation of the Medical Surveillance Project (CCCTC) (MRS-82-80) The Chemical Company is implementing a Medical Surveillance Project. The Tech Center will participate in the project. In most respects our tasks are similar to other participating locations. We plan to differ in our mode of inputting data to the zone tracking portion of the Work History (WH) Module. The data input will be in such form that any differences in the mode of collecting data will be transparent to the use to be made of the WH Module. CXir input to the Hazardous Chemical (HC) Module, Industrial Hygiene (lH) Module, and the retrospective WH Module will be like that of other locations. 1. The WH module encompasses zone tracking from date of implementation. Exposure data prior to that time will be gathered by a CCCTC committee. MRS-82-80 recommends that our zone tracking data be transmitted to Charlotte quarterly. We had planned to do this annually to reduce manpower requirements. Since our report coincides with the year-to-date summaries, we can transmit our data to Charlotte monthly, at a modest increase in expense. .2 The IH module provides data on zone descriptions, exposure potential, and zone monitoring data. The plants have systematically been gathering exposure data on their units and have a great deal of data available on personal and area exposure monitors. This will all be entered in the IH module. The Tech Center has deliberately chosen not to take this approach. The exposure data collected here has been on a response basis and is at best sketchy in as far as describing exposures for the whole facility. The IH module will not be useful to us until we have entered data on more than just a few areas. All input to this module will be on the same forms used by the plants. The only difference will be that our zones are to be described by sanctions rather than geographical boundaries. It is unlikely that programming problems would be encountered in this connection. RFS-408-80 - 2- May 6, 1980 We plan to complete our zone description forms by July 1. We have received tentative forms (MRS-5'7-80), but not the final forms. MRS-82-80 indicates he would like the final forms completed by May 1. We will transfer old IH monitoring data from blue forms to yellow forms by June 1. This will be necessary since form revisions were found to be necessary as the IH module was developed. MRS-82-80 indicates the Chemical Company will also complete this work by June 1. We will propose updated Job Classification Codes to IR by May 12. Job Classification Codes have not been kept current by IR and most no longer reflect current job descriptions. The program uses this code to relate exposure data to similar jobs in a zone. The Chemical Company plans to complete this task by June 1. 3. The method to collect work history in W. T. McNair's depart ment has not been finalized. The Tech Center's method of obtaining zone tracking data will be to use time card data presented monthly in the Research and Development Depart ments, manpower summaries, and the maintenance summary. We will request each individual to provide an estimate of his time spent in a potential exposure area as a percentage factor. A much more modest training program will be required than for plants. We would prefer to develop the questionnaire concurrently with our programming effort. This programming will convert time card data available in the computer to a format that will be identical to plant zone tracking data. This is intended to minimize problems that our data collection method might present to the Chemical Company's program. The training program will be dev eloped before the questionnaire is presented. Before any module of the MSP is implemented, CCCTC must update its input to the HC module. We have prepared an update to the point that this data can be entered by a data clerk. To date, we have not received the forms to which the data is to be transferred and thus cannot implement the HC module. R. F. Stubbeman gl 008171
