This is the toolkit that various WO funded that combined the BLM three/four emissions calculators in use at BLM. (The EI Toolkit will replace the BLM Planning Stage Emissions Inventory Toolkit, Greenhouse Gas & Climate Change NEPA Toolkit, and the Medford Toolkit). The EI Toolkit will be completed by Sept, 2017. (2) Stewart, Shannon's email: "The Greenhouse Gas (GHG) & Climate Change Report provides a database and air emissions tool that will calculate greenhouse gas emissions for the base year database and the out-year projections for 10 western states. The Tool was developed to generate a baseline data set for GHG emissions associated with production and consumption activities, separated by Federal and non-Federal lands for coal, oil, natural gas, and natural gas liquids. (Completed Feb. 2017)" Stewart, Shannon above paragraph is accurate. You may recall this report being referred to as the "CC Template Report" that underwent WO-280, Kit,WO-210, Initiative (Kit) and the NOC's approval. The plan was for the report to be used by the states to include in their NEPA documents. The report is to be Incorporated By Reference into the documents. The reports will be housed in the EI Toolkit's Library. We have to get approval from WO-200 Mangers and Public Affairs for the public to access the EI Toolkit and these reports (access to BLM server required). FYI, the GHG & Climate Report included a feature that will be accessible only to the Air Resources Specialists that will allow them to make changes to the database that generates the reports (to factor in additional projects that may be developed in the future or to adjust emission factors). I am not sure if this feature will be housed in the EI Toolkit or is a standalong spreadsheet. (3) McKinley-Ben referenced the GHG & Sustainability Report that BLM compiles every year and submits to the DOI for compliance with the CEQ Mandatory Reporting requirements. This report includes calculations of GHG generated from BLM's electric usage, Helium plant, fuel usage (aviation, rental cars, airline travel, mobile equipment, construction equipment, lawn service, fleet, etc.) and commuter transportation, etc. Let me know it this email is confusing. I hope this helps identify and clarify all of these difference products and their uses! Thank you.
