ABD00266805 ABERDEEN CHEMICAL PLANT CAPITAL COMMITMENT BUDGET THIRD FISCAL QUARTER. 1990 Plasticizer Loading and Unloading Modifications $36M Project Description This project moves the existing plasticizer truck unloading station out of a plant roadway. It will also provide paving of the Plasticizer railcar loading area so that plasticizer trucks can be safely loaded. A plot plan is attached showing the existing unloading station and the new proposed site. This project is the recommendation of a project team of yard operators and a mechanical engineer. The team members are Dean Honeycutt, Milton Threadgill, Doug Spann, and Jim Vinoski. Problem Description Plasticizer Unloading Station The existing plasticizer unloading station is located south of the plasticizer and alcohol tank farm in a major plant roadway. This roadway is used continuously by contractors, utility technicians, and vinyl personnel and is the main route for trucks to and from the loading dock. The road is reduced to one lane while plasticizer trucks are being unloaded which averages 16 hours per week. With the high traffic volume on the roadway, truck drivers and yard operators unloading the trucks have to be very careful not to step into the roadway in front of a moving vehicle. If a safe working area were roped off, the roadway would be blocked off completely. The plasticizer truck unloading area is bordered by a trench drain which drains hydrocarbon spills back to the API separator. Because it is in the middle of the roadway and near the fluid bed dryer, the trench drain collects road dirt and resin, and plugs frequently. Spills are tracked throughout the plant by wheels of vehicles passing over the area. The new plasticizer unloading station will be on the west side of the plasticizer tank farm in an existing bulk hopper trailer parking area. There is no through traffic in this area so the trench drain will remain clean. There will also be no danger of personnel being hit by a passing car or truck. This part of the project will cost $28M. The existing unloading system has 20 feet of header, used when unloading all plasticizer types. This project will improve plasticizer quality by eliminating this common header. Plasticizer Loading Station Plasticizer is loaded into railcars on the east side of the tank farm as shown on the attached plot plan. Approximately 5 times per month plasticizer must be loaded into trucks. The trucks must back down the rail tracks to be loaded. The rail tracks have not been paved for vehicle traffic. This could solve the safety issues but not stop the tracking of spills throughout the plant. Also there is no good alternate route for traffic coming to the loading dock and contractor area of the plant. Any other route that could be chosen would greatly increase traffic through the Vinyl Unit. Project Economic Summary No economics were considered for this Safety and Environmental project.
