We understand from his report dated April 21, 1986 that there are splits in the roofing membrane as the roof boards expand and contract. The majority of the splits occurred "in an area once used as a kitchen for the school. This area is being converted to space. Excessive moisture from the kitchen rising to the roof could have generated movement in the roof boards causing the splits." He also noted a few splits in other areas of the roof, too. We note from a review of the file the built-up roof was completed on May 11, 1973. Before the built-up bond was issued, Mr. A K Powers' letter of February 12, 1973 stated the following restriction: "If the LaGrange Board of Education insists on a built-up bond for this particular job, we will have a clause inserted in the bond stating that this bond will be cancelled if any leaks in the roof are caused wholly or in part as a result of the sagging deck and the movement of the deck causing nails to back out penetrating the membrane." We believe the owner is responsible for repairing the roof on the Northwest Primary school.
