My recommendation: we should maintain our membership of AICM. My reasons:
1. We are currently unable to join the China Petrochemical Industry Association (CPCIA). AICM are trying to develop better links into this association. We should support this activity. 2. Regulatory Affairs: we are members of the Reg. Affairs Group which provides a good link into developing and new legislation in China and a forum to align and develop common positions and lobby/develop relations with the China authorities. This will become increasingly important for issues like GHS. 3. They are also linked into the European (CEFIC) and American (ACC) Associations and this provides opportunities for engagement and alignment 4. AICM Isocyanates Working Group: a new Isocyanates group has been formed in China under the China Polyurethanes Industry Association (CPUIA), however, this is only open to isocyanates producers/marketers in China (i.e. not Shell). Maintaining membership of the AICM IWG provides us with a forum to further advocate our Isocyanates Initiative in China and develop links with the CPUIA 5. Responsible Care - as you will have seen from the recent Responsible Care review - China/HK have been identified as countries where we want to provide a focus on RC. AICM provides the forum for us to do this and again link in with CPCIA. 6. Product Specific activities: AICM provides a possible forum to develop product specific networks in the future (e.g. International Styrene Industry Forum are trying to develop an HSSE-type network in China and AICM is one of the organisations that we may be able to use)

Looking at the various presentations you attached - the directions and work plans of the various working groups are in line with our thinking.
On the negative side - I find the AICM secretariat fairly unresponsive and I believe that communication to members could be improved. I also believe that AICM could and should engage more proactively with CEFIC and ACC.
Overall - I believe we should maintain our membership of AICM based on current and possible future activities. Let's review again in 12 months time.
Who actually pays for this? Is there an allocation across the PBUs ?
