Specific to Item 1 in your letter of May 2, I believe Dave Campanella's memo of May 16 (attached) adequately responds to your request. We certainly plan to involve BP in reviewing the proposals for all portions of the closure plan and will be in contact as soon as we know when we will receive the first draft of the closure plan. Steve had expressed some concern regarding the cost competitiveness of Weston & Sampson. I believe the May 4 memo (attached) clearly indicates the rationale for our choice of Weston & Sampson. Copy: In reply to item #1 of Richard Read's letter of May 2, 1988, the 15% expense fee applies to all office and transportation costs associated with the engineering work described in their proposal. This is a typical fee as mentioned in the bid evaluation memo. In this contract the 15% fee amounts to $190 or 3/4 of 1% of the closure development estimated. Once the closure plan is approved, Weston & Sampson would bid out the subcontract work. There is no additonal fee on the subcontract work such as soil boring, excavation, or disposal, but any analytical expenses will have a 15% fee. Subject: David Campanella May 4, 1988 SELECTION OF ENGENEERING FIRM TO IMPLEMENT CLOSURE OF LAGOON Copy: X-F: --------------------- Over the past three years, 3 environmental engeneering firms have pro posed lagoon closure plans. These plans varied in scope but have been converted to an equivalent basis for economic comparison, but the award of this contract has not and should not be made on economic basis only. The engineering portion of the lagoon closure is only one eighth to one twenty fifth of the total projected lagoon closure cost, therefore, the selection has been made on the firm's experience, ability, and effec tiveness of past performances as well it should be. The quality and effectiveness of the engineering firm is the single most important factor in controlling the schedule and cost of the lagoon closure. It should be noted that there are other factors beyond the control of the engineer and Blane Polymers which can effect the timelyness and cost of the lagoon closure. - Comparison of Engineering Firms ' ' "* - v--'* - ChemCycle Corporation, Boston, MA: Average cost based on 1986 enviromental survey $57.50 per hour, plus 10% fixed fee. This firm has worked on two projects at Mansfield, The first was the environmental survey done when the plant was purchased by British Petroleum. The report was six months late and the technical quality was only fair. The other project was contracted by BP-PPI and was for the clean up of the Blanex Rail Spur. The spur was targeted to be cleaned up by July 1; 1987, but the plan was not submitted to the DEQE until September 17, 1987, and it has not yet been approved by the State. This firm performance is not acceptable. GHR Engineering, Lakeville, MA: Average cost S61.30 per hour, plus'15% fixed fee. We have no past expe rience working with GHR, though they have experience in lagoon closures. Weston & Sampson Engineers Inc., Wakefield, MA: Average cost $60.40 per hour plus 15% fixed fee. The Mansfield plant has worked with W & S on various projects over the last 15 years. Their performance has always been timely, effective and cost competitive. Past projects have included preparing registration forms for the plants air emission stacks and preparing the plants initial NPDES permitted and sampl ing. vvy OOOOI4753 Page 2. Weston and Sampson also sampled the subject lagoon in 1984. Their proposal was the most thorough and complete, their experience included the closure of similar type projects include one within 15 miles of the pi ant. The technical aspects of Weston & Sampson proposal have been reviewed by Messers Joseph Frod, Joseph Goyette, Thomas Grumbles, Joseph Ledvina.
