IN WRITTEN GUIDANCE, OSHA HAS STATED THAT A WARNING LABEL IS NOT REQUIRED IF THE PRODUCER CAN DEMONSTRATE THAT EMPLOYEES WILL NOT BE EXPOSED TO VCM IN EXCESS OF THE "ACTION LEVEL" (0.5 ppm AVERAGED OVER AN 8-HOUR WORK DAY) DURING HANDLING OR PROCESSING. IN THE MID-1970S, BFG DEVELOPED A MODEL TO CORRELATE RVCM LEVELS AND EMPLOYEE EXPOSURE LEVELS. BASED UPON THIS MODEL AND EMPIRICAL DATA, BFG DETERMINED THAT PVC HAVING LESS THAN 8.5 ppm RVCM WOULD NOT CAUSE AN EXCEEDANCE OF THE ACTION LEVEL.
