It gives the impression that toxic or dangerous fluid lines are more hazardous than the super hazardous fluid lines. In fact, they have not even been talked about before, and only the super ha zardous lines have been mentioned. Page 7, Paragraph 6: Comment on excavation should be with the yellow and black barricade tape paragraph and not with the red tape paragraph. Also, red tape is used by Dept. 13 personnel for benzene spills. Page 7, Paragraph 8: Instead of saying, "Valves must not be tampered with by anyone else", it should read, "locking devices". Page 8, Paragraph 5: First flange rule does not always require slicker suits. Also, backup man has five minute escape mask not breathing air. Page 10, Last Paragraph: Add, "...and bleed down hoses."
