Thanks for the materials. I've asked Darrell to reach out to both tribal leaders to see if there is any interest in meeting Departmental leadership to discuss the issues involved. I have raised the possibility of partitioning the reservation.

Attached is a brief summary of the legal issues in the Northern Arapaho v. LaCounte case, the opening brief on the Motion for Summary Judgement in the LaCounte case, which should give you a full understanding of the legal issues, a copy of the Federal Register Notices waiving the rules for establishment of a CFR Court on the Wind River Reservation, and the comments of the Northern Arapaho Tribe on the rule noticed in the Federal Register.
At the conclusion of the summary are four requests for action, which will solve the issues included in the lawsuit from the perspective of the Northern Arapaho Tribe. Obviously the Tribe would like to settle this suit on the terms outlined in the summary.
