The primary area of concern at the time of the inspection was the well failed to maintain pressure within the required 10% of the initial test pressure throughout the 30 minute observation period. Inspector observed oil in the annular fluid and noted the injection pump turned off during the test. The operator closed the injection line to prevent injection in preparation for a second MIT attempt the following day with the well under "static" conditions. EPA enforcement staff will review inspection data to determine compliance with EPA UIC regulations. Rose Malanga, Nick Bruno (Lead) and Mike McFadden participated during the inspection as part of the On the Job Training requirement associated with the SDWA/UIC inspector credentialing process.
