Gentlemen:
On November 16, 1977, a visit was made to New Departure Hyatt Bearings, 2509 Hayes Street, Sandusky, Ohio, to evaluate the conditions under which the claimant worked.
According to company records, the claimant was hired on April 26, 1955, as an assembler. She held several different jobs in the production area before being transferred to work as a janitor in the office area. She is currently listed as being on a leave of absence. Due to its length, a complete work
history is attached, rather than repeated here.
Changes have been made in both the production and office areas, which make them different from the time the claimant worked there. Many of the production operations have either been relocated or eliminated. A new office building has been completed and occupied. These changes make it impossible to determine what conditions were like previously. However, some definite statements can
be made.
The production area of the plant was filled with the blue haze of oil mist. This is common for operations of this type. No air samples were collected because the claim being investigated did not relate to exposure in the production area. Mr. Stanley of the company stated that air samples had been collected by industrial hygienists from General Motors. Copies of the results of these measurements were requested, but have never been received.

The type of "oil" used almost exclusively in this plant is the type known as "water soluble coolant". This is an emulsion of oil, water and other chemicals added for specific purposes. Two of the common additives are formalin and amines. The formalin is used to prevent the growth of micro organisms in the mixture and the amines are corrosion inhibitors. Both of these materials are sensitizing aqents, i.e. after sensitization, usually as a result of exposure over a period of time but in some cases as & result of one acute dose, any contact with the sensitizing agent causes a severe allergic reaction in the sensitized person. The reaction can be triggered as a result of exposure to minute amounts of the substance, amounts undetectable by normal analytical procedures. This is especially true in the case of sensitivity to amines, as well as some other chemicals.
The possibility of exposure to even the minute amounts needed to trigger the allergic reaction in a sensitized person is impossible to determine since the building has been changed. However, some ob servations should not be overlooked. As long as the production area and office areas are physically connected, there will be some inter change of air between them through doors, etc. Also, as long as people regularly spend their time in both the production and office areas, these people will serve to convey small amounts of oil from one area to the other. This will be accomplished by carrying on shoes, by splashing onto clothing, by brushing against oily machinery and fixtures, and by the absorption of the considerable amounts of airborne oil mist into clothing. This last is illustrated by the oily smell of clothing worn in cuch an area, even if no direct contact with the liquid oil has occurred.
Another possibility exists which should not be ignored. The cleaning products used in janitorial work contain conbinations of chemicals, germicides, detergents, etc. There is a possibility that the claimant has developed an allergic reaction to one of these products or that one of the products contains an ingredient similar enough to the factor which caused the oil dermatitis to produce the same response.
In conclusion, from an industrial hygiene standpoint, the possibility exists that the claimant's dermatitis is related to her employment. Two possible causes are apparent, the oil and the cleaning agents used by the janitors. Pinpointing the exact cause would appear to be the responsibility of a dermatologist,
