Charles Davis and Beverly Dodson were absent. R.L. Hanmond was the guest speaker. He related the safety organization of the other plants he had worked to our safety organization at Texas City. R.L. was very carmendable of the outstanding safety record we had last year and this year. The SHAC chairman explained the enhancement to STOP where we all can see a surmary of all the observations for Identifying trends. This will be accomplished by simply filling out both the front and back side of the existing STOP card. A plea was made for everyone to participate In STOP by turning In cards. This is a sure way to keep our great safety trend going. The Quarterly Safety Housekeeping Inspection will be coming up between April 2nd to April 13th. Several members of the HSC will be asked to help conduct the Inspections. Plans are being made to have articles In the plant newspaper about the different safety organizations in our plant. The Hourly Safety Ccnmittee will be coming up In one of the articles within the coming months. Special emphasis was made to have all Hourly Safety Comnlttee members at the next meeting for a picture of this committee for the plant newspaper article. Old Business People not leaving keys in cars parked In the plant was discussed. The PMSB has come up with the answer to the problem by allowing keys to be removed from vehicles in the plant only where the are parked in des ignated parking spaces. The key point to remember Is whether or not the vehicle might need to be moved if an emergency occurrs. SC 12248 LAM013445 When barge M25 has to have the relief valve changed, pipefitters must stand on valve handle to change out. Could a better solution be found? This will be referred to Materials Handling and Maintenance for an answer. Follow-up Is required to make sure a solution Is found. A hose on the docks was tested 1/17/84. It was understood that a 30 minute test was adequate. The next day the hose was used and It leaked. How long must a test be held to get an accurate test? Plant Engineering Technical Services Investigated this problem and agrees that a thirty minute test Is enough for any hose forty feet or less. More follow-up Is required for finding out the details on the case in question. New Business Several places In the plant were observed by members of the Hourly Safety Committee that an emergency alarm cannot be heard. The Hourly Safety Committee Representatives need to meet with the Unit/Craft Safety Representatives and have them check for these areas in their work areas. It was stated by the chairman of the Hourly Safety Committee that all of the Hourly Safety Committee Representatives should contact the safety representatives of the areas that they represent after our monthly meeting. This should be the minimum amount of contact. Feedback from the minutes of the Hourly Safety Committee should be discussed with them and any safety problems In their workplace also discussed. Some bicycle repair problems with Hourly Safety Committee member's bicycles was discussed. Mark Riddle will follow up. Our next meeting Is scheduled at 1:30 PM on April 24th In the Personnel Conference Room. Paul Bailey SC 12249 LAA/I013446 Phenol tanks needed scaffold removed last Friday and carpenters went down to do It. The Job went back with 5 men. Needed four men In the tank leaving 1 man for hold man. Contractors built the scaffold with eight people. We need to have an answer. Welders were working during spill alarm In the plant because they couldn't hear the alarm. A new alarm will be added. Disaster planning where do we stand? Hurricane season Is coming and we need to be updating the disaster plan. Answer: The disaster plan Is being updated.
