EXECUTIVE ORDER 83-5
WHEREAS, extensive laboratory testing has confirmed the presence of dioxin at several locations in M issou ri; and,
WHEREAS, dioxin is a p o te n tia lly deadly chemical which threatens the health and safety of thousands of M issourians,
NOW, THEREFORE, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtu e of the authority vested in me by the C onstitution and laws of M is s o u ri, hereby e s ta b lish the Governor's Task Force on Dioxin (hereinafter the "Task Force") which sh a ll be composed of such residents of Missouri as from time to time may be appointed by the Governor. The Task Force shall include representa tives of Missouri higher education in s t it u t io n s and Missouri companies which have expertise regarding hazardous wastes, as well as concerned c it iz e n s . The Chairman of the Task Force shall be designated by the Governor.
The purposes of the Task Force sh all be as follows:
1. To examine and evaluate a ll known methods, processes and technologies for the destruction and containment o f d ioxin, p a r t ic u la r ly with respect to dioxin as i t e x is t s as a contaminant in s o i l and stream sediment at various locations in Missouri;
2. To examine and evaluate the public health dangers associated with d ioxin , p a rt ic u la r ly with respect to dioxin as i t e x ists as a contaminant in s o i l and stream sediment at various locations in M is s o u ri;
3. To prepare and present, not la te r than June 1, 1983, an interim report which, in t e r a l i a , provides s p e c i f ic recommendations for s o lv in g those public health and environmental problems occurring in Times Beach, Missouri which are the re s u lt o f dioxin contamination exacerbated by widespread flooding; and
4. To prepare and present, as soon as practicable but not la t e r than October 1, 1983, a fin a l report which includes the evaluations se t forth in paragraphs 1 and 2 above, and which recommends a practical and effective plan of action for implementing comprehensive and permanent s olu tion s to the public health and environmental problems caused by dioxin contamination in Missouri.
The Director of the Department of Natural Resources and the Director of the D iv is io n o f Health sh all make av ailab le such s t a f f and support resources as are needed by the Task Force in the course of i t s d elib eration s. All meetings o f the Task Force sh a ll be open to the p ublic, and a record s h a ll be kept of all Task Force proceedings.
Members of the Task Force sh all receive no compensation for th e ir se rv ic e s , but sh all be reimbursed from funds provided through the Department of Natural Resources for th e ir reasonable and necessary expenses. The Task Force may contract for the se rvic es of such consultants and experts as i t deems necessary and s h a ll pay for such se rvices from funds provided through the Department of Natural Resources or the D iv is io n of Health.
The Task Force sh all meet at the call of the Chairman, or at the call of the Governor or his designate, and sh all d is s o lv e upon the issuance of it s fin a l report, unless extended by subsequent Executive Order.
