At this meeting Mr. Muehleck, chairman of the committee, presented a report of his committee including new members' findings and recommendations. Mr. Fabel presented the tentative plan for the ATI Central Medical Department as prepared by Dr. Vestal to be turned over to the Dust Control Committee for action. The Dust Control Committee recommended incorporation of damp weaving wherever feasible. Discussion was had and no decision was reached on this recommendation. June 13. 1945 Those in attendance; C. H. Cryor reported his observations on the dust control problem and hew it is being handled in England. It was pointed out that many English manufacturers are ahead of these in the United States with regard to protective measures being used such as spinning frames being completely enclosed and evacuated while in operation. It was felt that the most important factor in these improved conditions was mere strict legislative control exerted upon such operations in England. The secretary read excerpts from an article entitled "Cancer and Environment" written ty Graff Conklin in "Scientific American," January 1949. It was felt that the information here incriminated asbestos unjustifiably as a carcinogenic material and it was felt some clarification of this subject should be extended. Jackson, requested that approval be given for air sampling at all member company plants to determine the feasibility results and costs of a program of air sampling and analysis. The result would be a comprehensive proposal outlining the methods, values, and costs of the industry air contamination evaluation program. F. J. Wakem and D. W. Widmayer supported and approved this program. The Air Hygiene Committee also gave a report on occupational disease and workmen's compensation laws. "The suspect relation of asbestos to cancer is a matter receiving the attention of compensation commissions and is of great importance to institute members." One member company is using an allergy test in pre-selection examinations to determine people who have an allergic type reaction to glass fiber. Different methods of air sampling and air sampling programs were also discussed. It was the consensus that future committee meetings should include papers on specific applications on dust control, medical practices and industrial hygiene techniques. Those in attendance; B. E. There is also a discussion of forced breathing therapy and its relief to ashestotics. Three member companies were using this apparatus. They discussed particle size and diameter study being made by the Travelers Engineering laboratory in Hartford. Each member company was tc forward samples to the lab. They also discussed the study of dust collection equipment. It was the contention of Jchns-Manville that the American Wheelobraiter is the best type of dust collector on the market and has the lowest maintenance cost. Pangbcrne Collectors are the most satisfactory. It was recommended that a study be made toward the possibility of eliminating dry weaving in member company plants. Description: Discussion cf the Saranac research on experimental asbestosis. The doctors agreed on these points: complete pre-employment and periodic annual exams are essential; x-rays should be a 14x17 inch size taken on equipment cf a rating cf at least 1GQ milliamperes; timed vital capacity tests should be included in the exams. The doctors agreed that each doctor from the various medical companies will bring to the next meeting data cn the work force at each plant indicating the diagnosis and x-ray classification and length and type of exposure for each individual. The doctors pointed to the value of the Saranac research and indicated several areas where further investigation was needed. The doctors alsc discussed the problems in determining a valid sampling technique. John Weber discussed and presented drawings cf his design for dust control at the Twisters. Five year minimum exposure was correct except in two instances. "With proper pre-hire physicals and x-ray examinations these few cases with less than five years exposure could have been avoided and it is quite possible that in a short time we may be able to say that this disease should not he contracted with less than ten years exposure." MS 002209 MT-001613 7 ATI-11 Description: They discussed the pros and cons of the Ottway thermal precipitator, dust control through the use of humidifiers and traveling water sprays on broadcloth looms to dampen the warp, spinning frames, employee health. Three companies reported that there was no progression in employees whose x-rays were taken 10 to 15 years ago, and new. All employees in dusty industries are x-rayed once a year by the state. If no indication of disease is present they are issued a permit allowing them to continue working for the following year. This rule is enforced in North Carolina as described by Mr. Mitchell in "dusty industries". Attached to these minutes are excerpts from a report offered by C. Z. Carroll Fcrszynski covering information received from Adriono Gardella of Genoa, Italy, regarding "Asbestcs/Spingard Spinning Frame". The article describes the safety devises and advantages of this spinning frame. September 5, 1956 Those in attendance: D. E. Holmes, B. Smith, General Asbestos; H. Eescription: Discussion of the Wheelcbrator dust collection system. Discussion of means and methods of eliminating harmful dust. One company uses the flyer frames for twisting on reinforced yarns. They discussed x-ray examinations, dust counts in member company plants and the proposed epidemological study of lung cancer in asbestos workers for the Asbestos Institute by the Industrial Hygiene Foundation. They also discussed the spraying of fibers with oil for eliminating dust. June 4, 1956 Those in attendance; D. E. Holmes, Balph Smith, General Asbestos; Er. Esscrjptjcn; They discussed the relationship between asbestosis and cancer with regard tc the Taylor case at Lancaster, Fennsylvania in which a state referee decided the case in favor of the employee on the basis of finding an asbestosis-cancer relationship. This decision was made on the basis of writing by Er. Hueper of National Institute of Health, Bethesda, Maryland. Er. Kenneth Smith stated that most medical men think a normal x-ray pattern must be shewn in order to establish an asbestcsis-cancer relationship. A memorandum by the Industrial Hygiene Foundation was distributed entitled "Proposed Epidemological Study of lung Cancer in Asbestos Workers for the Asbestos Textile Institute." The two questions discussed were: Is there a relation between cancer and asbestosis and is there a relationship between lung cancer and exposure to asbestos fibers and dust. Survey was done by IHF between April 23 and May 7 visiting seven plants of ATI. The committee then discussed the cost of dcing this survey and the time committment. Dr. Kenneth Smith said it is of primary importance this program he adopted as soon as possible sc that the IHF could publish the results of this survey. They discussed a heavy type bag loader that John Weber has in operation that is practically dust free. Dr. Smith strongly recommended that the Institute initiate a program of investigation and publicity to counteract the unfavorable publicity presently directed to the asbestos industries as a result of_the wcrk_Qf Dr. Heuper. Much of the information in Dr. Heuper*s report is unsubstantiated and in variance with established understanding and knowledge in the medical profession. It was agreed that the Air Hygiene Foundation be engaged to conduct preliminary survey concerning the relationship of asbestcsis to cancer. Description; There was a discussion of asbestosis and cancer with regard to Dr. Heuper's writings. Dr. Heuper says that asbestosis is compensable in Germany, England and Wales. Dr. Smith advised that there is another damaging report cut by Dr. Heuper entitled "Silicosis, Asbestosis, and Cancer of the Lung." Dr. Smith recommends that the Institute begin a study of their own of the relationship between lung cancer and asbestosis. There is also a discussion of dust sampling of plants and fiber conditioning, such as by spencer-feed oiler and spray heads used under pressure. The cardio-pulmonary studies would be conducted by Dr. P. A. Theodos at Earton Memorial Hospital in Philadelphia. Autopsy studies would be made by Dr. Schepers of Saranac laboratory. These reports would establish the nature and extent of the disease process that is not possible through the use of x-rays and clinical diagnosis only. Eesearch has reached the point where an apparatus fcr maintaining an asbestos dust cloud has been developed to the stage where it will automatically maintain a dust cloud of a fairly steady concentration. Conditions can be varied tc produce a completely fibrcus or non-fibrous dust cloud as required. The animal experiments have been delayed pending development cf the dust machine tc a satisfactory stage. Data on mineral content and particle size distribution and lung material from 50 cases of exposure at Ecshdale has been collected. Experiments cn the injection cf asbestosis bodies into the brains cf animals have continued. It has been shown that sterile chrysotile fibers can result in the formation of asbestosis todies within six months and that mature but unsegmented bodies do not produce any marked effects. Dust sampling research has shown that dust counts obtained in a steady concentration is dependent upon the sampling time. Evidence cf this has been obtained by all three member companies but users cf the instrument (Ottway Instrument) whc are interested in non-fibrcus dust have not experienced this difficulty. Description; Discussion of respirators for asbestos dust, who was using what type, where and why. No one had experience with air purifying respirators required for the higher dust concentrations. Some people were using single use respirators for up to one week, while ethers were using reusable permanent type respirators with the cleaning and sanitizing program required by the OSHA Asbestos Standard. The proposed new asbestos standard was also discussed. They also discussed requesting from OSHA a tetter definition including a uniform practical sampling time, be obtained from CSHA for ceiling concentration. They discussed ATI's technical committee making every effort to find a better method than the membrane filter method for measuring airborne concentrations in astestes fiber. The committee discussed the special clothing, change rooms and closed locker section of Section 1910.1001. The 1972 presentation of proposed standard for exposure to asbestos dust--KUZMUK. In this presentation he represents ATI in opposing the proposed asbestos dust standard as published in the Federal Register, January 12, 1972. He states that ATI knew back in 1964 the potential health hazard of asbestos and that Mr. Clifford Scheckler, Chairman for the ATI Environmental Health Committee took the initiative in '64 to request Dr. Lewis Cralley cf the U. S. Public Health Service to conduct an epidemiological study of the asbestos textile industry. Eescpiotion: Discussion cf caution label as recommended to Mr. Alcorn was approved by the QAMA Technical Committee. The reading cf the caution label is "Caution. When Handling Asbestos Fibers, Avoid Creating Bodily Dust. Breathing Asbestos Bust May Cause Serious Bodily Harm." The Environmental Committee discussed at the request of W. B. Reitze, of Johns-Manville, waste disposal methods and differences between various pertinent state regulations. Another topic discussed was smoking in the work place and various problems with approaches tc a no smoking program. Reitze stated that Johns-Manville had a no smoking program at the Denver operation.
