Section I - INTRODUCTION
Pemco, LLC/ Stuart Unit Inspection Date: 02/25/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Pemco, LLC oil and gas facility located near Skiatook, Oklahoma on 02/25/2020 for an unannounced inspection. There were no representatives of Pemco, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is known as the Stuart Unit and has a historic EPA enforcement action (compliance order) still open at EPA Region 6 (Docket No.: CWA-06-2015-1741). The inspection was conducted as a follow up to this enforcement action to reassess the facility's compliance with the Clean Water Act. The lease was shut down and the plumbing was disconnected at the tank battery and storage facility for produced water (SWF). There was not an injection pump on site at the time of the inspection, as well.
Section II - OBSERVATIONS I observed the lease was inactive. There was no secondary containment at the tank battery. I observed old surface damage east of the pit down the hill near the tank battery. With a calibrated YSI Pro 30 conductivity meter, a Total Dissolved Solids (TDS) reading was measured at the pit with fluids in it at the facility. The TDS measured 938 milligrams per liter (mg/L).
Section III - AREAS OF CONCERN The tank battery equipment was still present on site on the inactive lease.
Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA Region 6 SPCC program.
