In following up on our luncheon discussion anu ynur note of November 5, 1982, regarding Dr. David Discher's Wood River Asbestos Study, I called Mr. J. C. Gipson, Assistant Manager, Industrial Relations, to discuss the subject with him. Details of action taken by Wood River are as follows:
1. The Complex stopped using St. Joseph's and Alton Memorial' hospitals for Insulator Medical Surveillance Physical examinations (x-ray and spirometry) and now use St. Anthony's exclusively for this work with Dr. Mohyuddin's involvement. This action was taken following Ur. Discher's report in 1979.
2. Discussions were held with the Union leadership at the time the change was made. The Union was told that changes were being made because the data obtained during the 74-76 period from the other hospitals was "questionable" and "unreliable."
3. Discussions were held with each insulator as his physical exam came up.
4. Follow-up discussions were held with "the five or so" individ uals whom Dr. Kern and Dr. Ross indicated as potential concerns.
During the discussion Jim Gipson said that Industrial Relations had been told by the Union that one of the insulators, Crawford Allen, ha., been diagnosed as having asbestosis. He indicated that as a result the Union was independently sending a number of their members over to St. Louis for some special tests. One uf the concerns expressed by Union leadership was that the medical people involved in the She!1 program are not "8" readers of x-rays.

As you will remember, OSHA issued a revised standard for asbestos in 1986 which reduced the Permissible Exposure Limit by a factor of ten.
After complying with the new sampling, training, fit testing, work procedures, and medical surveillance aspects of the standard, we again reviewed the jobs currently included in the WRMC Asbestos Medical Surveillance Program to determine if others should be included. As a result of that review, we have elected to add those employees who worked as Pipefitters, Boilermakers, Laborers, Carpenters, and Tinners prior to 1980. Because of their continued involvement in asbestos insulation removal, medical surveillance for Insulators will continue as in the past.
Employees being added will receive individual letters inviting their participation in this program. If you have any questions about this subject, please feel free to contact Industrial Hygiene, Bill Cunningham (2941) or Terry Rodeheaver (2448).
