R ules o f the hom'd o f standards and appeals nuiy be made for 1. The proper sa n ita tio n in all places to which th is c h a p te r ap p lies and for guarding against and minim izing fire hazards, personal in ju ries and diseases in all places to which this chapter applies w ith respect to: a. The construction, demolition, alteration, equipm ent and m aintenance of all such places, including the conversion of structures into factories, factory buildings and mercantile establishm ents; b. The arrangem ent and guarding of m achinery and the storing and hooping of properly and articles; e. The places w here and the m ethods and o peration by w hich tra d e s and occupations may bo conducted and th e conduct of em ployers, em ployees and other persons; I t being the policy and intent of this chapter that all places to which it applies shall be so constructed, equipped, arranged, operated and conducted in all respects as to provide reasonable and adequate protection to the lives, health and safety of all persons employed therein, and frequenting tlie .same, ami th a t th e board .shall from tim e to tim e m ake such ru le s as will effectuate such policy and intent. <1. ''lie san itatio n and adequate .shelter as affecting th e w elfare and health of all poisons employed by any railroad, pullm an or express company. 2. W henever the board finds th a t any in d u stry , trad e, occu p atio n or process involves such elements of danger to the lives, health or safely of persons employed th erein as to req u ire special regulation Tor llio p ro te c tion of such persons, the board may make special rales to guard against such elements of danger by establishing requirem ents as to tem perature, hum idity, the rem oval of dusts, gases or fumes, by requiring licenses to be applied fo r and issued by the departm ent as a condition of carrying on any such industry, trade, occupation or process, by requiring medical inspection and supervision of persons employed or applying for employ ment, and by other appropriate means. 3. The rules m ay be lim ited in th e ir application to certain classes of establishments, places of employment, machines, apparatus, articles, proc esses, indusliies, trades or occupations or m ay apply only to those to be constructed, established, installed or provided in the future. 4. The rules of the board shall have the force and effect of law and shall ho enforced in the same m anner ns the provisions of th is c h ap te r. 5. No provision of th is ch ap te r specifically co n ferrin g pow ers on th e board to make rules shall lim it the power con (erred by this section. Section 30. V ariatio n s. (E x cerp t) I f th ere shall be p ra c tic a l difficulties or unnecessary hardship in carrying out provisions of the Labor Law or of this rule, the Board may make a variation from the requirem ents thereof. Any person affected by such provision or rule, or his agent, may petition the Board for such variation stating the grounds therefor. 4 Section 110. Review by board of standards and appeals. 1. A ny person in in te re st or his duly nuthori/.od a g e n t m ay p e titio n th e boax-d o f sta n d a rd s and ap p eals fo r a i-eview o f th e v a lid ity o r re a so n a b le ness of any rule or order made under the provisions of this chapter. 2. The p etitio n shall be verified, shall bo filed in du p licate w ith the board of standards and appeals and shall stato the rule or order proposed to be i-evicwed and in wluit respects it is claimed to he invalid o r u n reasonable. Any objections to the rule or order not raised in the petition shall bo deemed waived. The board may join in one proceeding all petitio n s alleging invalidity or unreasonableness of substantially sim ilar rules or orders. The filing' o f such p e titio n shall operate to s ta y all p ro ceed in g s against the petitioner under such rule or order until the determ ination of such review. 5. The decision o f th e board shall bo final unless w ith in th irty d ay s a f t e r it is filed one of the parties commences an action as provided in section one hundred and eleven. Section 200. General duty to protect health and safety of employees. All places to which this ch ap ter applies shall he so constructed, equipped, arranged, operated and conducted ns to provide reasonable and adequate protection to the lives, health and safety of all persons em ployed therein. A ll m achinery creating- d u st or im p u rities in q u a n titie s te n d in g to injure the health of employees shall be equipped with proper hoods and pipes connected to an exhaust Jan of sufficient capacity and pow er to rem ove such d u sts o r im p u ritie s; such fan shall ha k e p t ru n n in g con stan tly while such m achinery is in use. If the hoard decides th a t such apparatus is unnecessary for the health and welfare of the employees, or th a t other means of protection may he provided to safeguard th e health and w elfare of the employees against such injurious dusts or im purities, it may adopt rules excepting such machinery from the operation of th is subdivision, or prescrib in g .such requirem ents as will effectuate th e in te n t of this subdivision. 3. I f dust, gases, fum es, vapors, fibers o r o th er im p u rities a re g e n e ra te d or released in the course of the business carried on in any worki-oom of a factory, in quantities tending to injure the health of the employees, suction devices shall bo provided which shall remove, such im p u ritie s from th e workroom, a t their point of origin where practicable, by means o f proper hoods connected to conduits and exhaust fans. Such fans shall be k ept running constantly while the im purities arc being generated or released. 5. I f an y requirem ent o f th is section o r an y rule ad o p ted th e re u n d e r bo not complied with, the commissioner shall issue an order directing com pliance therew ith w ithin th irty days after the service thereof. H e limy in such o rd e r req u ire p lan s and specifications to bo filed. Tn such case, b efo re providing or making' any change or alteratio n in any m achinery or appa ra tu s for any of tlic purposes spec, lied in th is section, the person upon whom such order is served shall file w ith th e com m issioner plans and specifications therefor and shall obtain Ids approval of the same. The provisions of In d u strial Code, Rule No. IS re la tin g to e x h a u st sys tem s shall apply for operations no t sp erilicailv covered hy the. above rules. 12-2 DEFINITIONS As used herein ami in connection w ith th is ru le th e follow ing term s m ean: 1. A ir C ontam inants. A ir-borne substances, such as d u sts, fibres, fumes, gases, mists, vapors and other im purities. 2. A ir Mover. A ny device which produces forced a ir flow, such as a fan, ejector, or natural d raft stack. 3. A pproved. In resp ect to a device or m a te ria l: in com pliance w ith a subsisting resolution of approval adopted by the B oard; in respect to action by the Board: made the subject of a resolution of approval. 4. Board. Tho B oard of S ta n d a rd s and A ppeals of th e S ta te o/' Now York. 5. Commissioner. The In d u stria l Commissioner of the S ta te of New York. C. Confined Space. A space so enclosed th a t dangerous a ir contam ination therein cannot be prevented or removed by natural ventilation through openings in the enclosure. 7. C ontrol E quipm ent. E qu ip m en t used to p revent a ir contam ination or reduce or remove air contaminants. 8. D angerous A ir C ontam inants. A ir contam inants in q u a n titie s ten d in g to injure tho health of employees or creating a fire or explosion hazard, or in quantities greater than 50% of the lower explosive level of any m ixture or compound which they may form. 9. D ilution V en tilatio n . A v en tilatio n system o th er th a n local v en tilatio n which reduces air contam ination to safe levels by the introduction of uncontam inatcd air, 10. D ipping. Tho ap p licatio n of in d u stria l products co atin g m a te ria l by means of total or p artial immersion. 1L. Employee. A person em ployed; one who works fo r wages o r salary in the service of another. 12. E x h au st System . A v en tilatin g system o p eratin g u n d er negative pressure for the control of air contaminants. l.'i. F ib res. P a rtic le s produced by handling, cutting, strip p in g , spinning or weaving of cotton, wool, fur, asbestos or other m aterial constituted of thread-like or slender elements. 14. Flam m able. C apable of ignitin g and continuing to b u rn w hen brought in contact with an open flame, glowing combustion or oilier source of ignition. 15. Im pregnating. A pplication of liquid m aterial by p erm eatio n or salination. l(i. In d u strial P roducts Coating. P ainting and sim ilar finishing1of indus trial products. 17. Local E x h au st V en tilatio n . A system of v entilation fo r collecting and removing air contam inants at the source of generation. 18. M echanical V en tilatio n . A system o f v entilation h aving a powerdriven air mover. 19. Open Surface T an k O peration. An operation which involves tho use of tanks of liquids with the liquid surface directly exposed to the work atmosphere. These operations may include but are not limited to washing, 12 electro-plating, anodizing, pickling, quenching, dyeing, dipping, tanning, dressing, bleaching, degreasing, alkaline cleaning, stripping, rinsing, digest ing' and other sim ilar operations. 20. A re sp ira to r or o th e r device w orn L'or th e p u rp o se o f p rev e n tin g th e w earer from inhaling' h a rm fu l amounts of air contaminants. 2.1. P racticable. C apable of being done w ith o u t d istu rb in g essential functions or essential structural elements. 22. Recirculation. The return of p a rt or all of the exhaust air to any space occupied by employees. 23. Shall. The w ord " .shall" is alw ays m andatory. 24. Spraying. The application of liquid m aterial in the form of a mist. 25. Spreading. The application of liquid m aterial to a surface by brush, roller, flow o r sim ilar method. 20. W orking A rea or Space. The area or space norm ally occupied or traversed by an employee while at work. 27. W ork A tm osphere. T he atm osphere to w hich an employee is exposed in the course of perform ing his work. 12-3 R ESPO N SIB ILITY OP EM PLOYERS 1. E v ery em ployer shall effect com pliance w ith th e provisions o f th is rule relating to the prevention and removal of air contam inants, the storage and use of flammable liquids and the provision, installation, operation and maintenance of control or protective equipment. 2. E v ery em ployer shall in s tru c t his em ployees as to th e h aza rd s o f th e ir work, the use of the control or protective equipment, and their responsibility for complying with this rule. 3. No em ployer shall suffer o r p erm it an employee to w ork in a room in which there exist dangerous air contam inants in a work atm osphere. 4. No em ployer sh all suffer or p erm it dangerous a ir co n ta m in a n ts to accumulate or rem ain in any factory. 12-4 R ESPO N SIBILITY OP EM PLOYEES Every employee shall use the control and protective equipm ent provided for his protection and shall comply w ith all provisions of this rule relating to his personal conduct. 12-5 EXISTINGl EQU IPM EN T C ontrol equipm ent in stalled p rio r to N ovem ber 1, 3958 in accordance w ith the provisions of the In d u strial Code then in effect and which is so m ain tained is exempt from all other or different provisions of this rule while such maintenance continues. .13 12-6 PREVENTION OF AIR CONTAMINATION Ail operations producing air contam inants shall be so conducted th a t the geueralio, release or dissem ination of a ir co n tam in an ts is kept, a t the lowest practicable level, la any factory where the sources of air con tam ination are by reason of their extent, quantity or kind incapable of producing dangerous air contam inants, the provisions of this rule shall not apply. 12-7 GENERAL MAINTENANCE OF EQUIPM ENT All equipment used to effect compliance w ith this rule shall he m ain tained in good condition and in accordance w ith th e requirem ents of' the law and the In d u strial Code. 12-8 GENERAL CONTROL REQUIREM ENTS Dangerous air contam inants shall be removed or controlled as proscribed m this rule. 12-9 GENERAL CONTROL METHODS One or more of the following methods shall he used to prevent, remove or control dangerous air contam inants: 1. S ubstitution o f a m aterial or a m ethod which does not produce dangerous air contaminants. 2. Local exhaust ventilation conform ing to th e requirem ents o f Industrial Code R ule No. 18. 3. D ilution ventilation 4. A pplication o f w ater o r o th er w etting agent. 5. Enclosure or solaturn. U. O ther methods approved by the Board. 12-10 EXHAUST SYSTEMS Every exhaust system required by this rule shall be constructed, installed, operated and maintained in compliance with the provisions of Industrial Code Hide No. IS re la tin g to E x h a u st Systems. 12-11 ISOLATION OR SEGREGATION OF OPERATIONS All processes or operations releasing or dissem inating dangerous air contam inants shall be isolated, enclosed o r otherw ise segregated in so far a.s practicable. 12-12 SEPARATION OF D IFFE R E N T PROCESSES CREATING A HAZARD W here processes generate different air contam inants which could, if interm ixed, result in a lire or explosion hazard, such contam inants shall he exhausted by sep arate system s so as to elim inate such possibility. 14 12-13 PREVENTION OF IGNITION A ll processes or operations using- o r g e n eratin g a ir co n tam in an ts which consUl.ate a lire or explosion hazard shall be protected from sources of accidental ignition. Unless such processes or operations arc isolated by tig h t p artitio n s or enclosures they shall not bo conducted w ithin 20 le d o f any m aterials, devices or operations which produce /lames or .sparks including, by way of illustration lm t not by way of lim itation, engines, motors, welding and soldering torches. All processes and operations w ithin 20 feet of any spark or ame producing w ork such as welding shall be discontinued and all ignitible air contam inants, llaummble liquids and accum ulated Hummable residue shall he rem oved from the area of the llamo or spark hazard before such work is begun. 12-14 PERSONAL RESPIRA TORY PR O TEC TIV E EQ U IPM EN T 12-14.1 Use. Personal re sp ira to ry p ro te c tiv e equipm ent shall n o t he used in lieu of oth er control m ethods, ex cep t for p ro tectio n o f em ployees in emergencies and in the repair, m aintenance or adjustm ent of equipm ent or processes, or upon specific approval by the Board. 12-1-1.2 A pproval. P ersonal re s p ira to ry p ro tectiv e equipm ent, sh all he of a type approved by the Hoard for the particular class of substance or substances constituting the air contam inant. N ote; A list of approved respiratory protective equipm ent may be secured from the Board. 12-14.3 M aintenance. Personal resp irato ry protective equipm ent shall he stored in air-tight containers or cabinets or in an unc.oiitaniiiia.ted area. E quipm ent shall he cleaned, serviced and rep aired to m ain tain it in effective working condition and it shall bo sterilized before use by any person other than the last wearer. 12-15 GOGGLES, M ASKS AND SH IELD S A ll employees exposed to air contam inants tending to injure or irrita te the eyes shall he provided with and shall w ear either safety goggles, close-fitting chemical goggles or an effective face mask or shield. An em ployee requiring proscription lenses in th e norm al p erfo rm an ce o f his work shall he supplied with proscription goggles or w ith goggles designed (o fit over his reg u lar spectacles. 12-16 PROTECTIVE CLOTHING All employees exposed to air contam inants which tend to cause skin irrita tio n or skin diseases, or w hich can he absorbed thro u g h the. sk in in amounts tending to injure the health, shall he provided with appropriate clean, protective clothing, such as coveralls, coats, headgear, gloves, sleeves or aprons as needed or where suitable. 12-17 EMERGENCY FLU SH IN G F A C IL IT IE S Em ergency showers or other facilities for flushing' the skin and body members shall he provided w ithin 50 foot of the w orking position where employees may he exposed to sudden and severe concentrations of corrosive air contaminants. 15 12-18 FLEXIBLE ELECTRICAL CORDS AND PORTABLE LIGHTS Flexible electrical cords used in any area where flammable liquids are being used or stored or whore flammable air contam inants m ay bo present shall bo of tlio throe-conductor, e x tra heavy service type m a n u ia c tu ro d lor the purpose and shall be fully insulated and grounded. All connections shall be explosion-proof. Portable lights used in such areas shall be shielded against breakage. 12-19 M IX IN G AND TH IN N IN G OF FLAM MABLE LIQ UID S The mixing and thinning' indoors of flammable liquids in u n it quantities g re a te r than 55 gallons shall be done only in a m ixing or sp ra y in g room and in such m anner and under such ventilation as will effect compliance of this rule. Lessor q uantities shall bo mixed or thinned indoors only in such n room or within a hood, booth or working area provided with such ventilation. 12-20 EM PTIED CONTAINERS E m ptied drums or other containers shall not bo stored indoors unless they have been purged of all contents constituting or creating dangerous air contam inants. Purging shall bo done in a mechanically v entilated area if perform ed indoors. Compressed air shall not be used fo r purging containers. 12-21 USE OF CERTAIN FLAMMABLE LIQUIDS The use of flammable liquids having a flash p o in t of 100 F , o r loss determ ined by the Tngliabuo open cup tost lo r paint removal or cleaning or any other process in which they are unprotected and exposed, shall be restricted to areas provided w ith mechanical ventilation creating an air m ovem ent of' a t least TOO P P M over the su rface of the w ork while the work is being cnrriocl on. Tlio use o f benzene fo r such op eratio n s is prohibited. A room in which such operations are being conducted shall comply with A rticle 12-G of th is rule. 12-22 R EFU SE M ATERIAL Tn the vicinity of every process or operation to w hich th is ru le applies th ere shall be provid ed m etal containers w ith self-closing covers and b earing the notice " FLAM MABLE W A STE." Such containers shall be used for scrapings, sweeping's and other waste containing or consisting of flammable m alorial. Such refu se shall bo disposed of a t tlio cm] o f eaeli day by burying, burning or other .sale treatm en t but no such refuse shall be burned in a furnace. 12-23 PROTECTION OF ADJACENT OCCUPANCIES 12-23.1 W all ancl Ceiling C onstruction. No em ployer sh all suffer or perm it flammable liquids to be used or dispensed in any room above or below or adjoining ono in which there is an employee occupancy unless either: 1. The w alls mid ceiling' o f th e room w ithin 20 foot h o riz o n ta lly o f th e working area are so constructed as to have a Are-rcsistancc rating' of a t least one hour in accordance w ith In d u strial Code ltule No. 7 and, if there he an employee occupancy below such room, the floor of the room w ithin such distance is of incom bustible m aterial and is w aterproof, or 3. Such room is equipped w ith au tom atic sp rin k ler p ro te c tio n co n fo rm in g to in d u strial Code R ule No. 20. 12-23.2 W all Openings. W all openings in every such room shall be p ro vided with approved three-quarter hour self-closing fire doors or w ith approved th ree-quarter hour fire windows. No such room shall have any window openings beneath or w ithin ten foot horizontally of any fire escape or required exterior stairw ay. 12-24 SPEC IFIC OPERATIONS AND SPECIFIC CONTROL REQUIREM ENTS .12-24.1 G rinding a n d P o lish in g W heels, etc. G rinding, p o lish in g , huffing, scratch-brushing, abrasive cutting-off wheel and grinding or polishing bolt strap operations generating dangerous air contam inants shall ho provided w ith local exhaust ventilation and an air cleaning' device. E x ce p tio n s: 1. W ot g rin d in g w ith o th e r th a n sand stone wheels a n d w e t p o lish in g and buffing operations if enclosures are provided which p rev en t splash or dispersion of liquids, abrasive compounds or mists into the workroom. 2. In tric a te and precision g rin d in g discs or wheels n o t over one inch in diam eter. 3. G rinding or polishing1 o f articles and in stru m en ts m ad e o f gold and platinum . 4. In te rm itte n t tool grinding operations used for shop purposes only. 12-24.2 W oodw orking M achines. W oodworking operations generating dangerous air contam inants shall be provided w ith local exhaust ventilation and an air cleaning device. 12-24.3 M elting A pparatus. Vessels operated at or in excess o f the tem perature of volatilization of toxic metals, alloys or compounds which generate dangerous air contam inants shall be provided w ith local exhaust ventilation. Vessels used for m elting or cleaning such m etals, alloys or compounds shall bo provided with exhaust ventilation w hen op erated in such a manner as to generate dangerous air contam inants. The com bustion chamber, when operated in such a manner as to release dangerous air con tam inants, shall he provided with local exhaust ventilation. Exception: P ortable receptacles or apparatus which have no fixed loca tion and arc used interm ittently and which produce no dangerous air contam inants. 12-24.4 Open Surface T ank Operations. 17 12-24.4.1 Open S u rface T an k O perations. Open su rface ta n k operations creating dangerous air contam inants shall be provided w ith ventilation to control such contam inants. (See In d u strial Code Kule No. IS) 12-24.4.2 Classes of Operations. Open surface tank operations are classified into groups in accordance w ith both hazard p o ten tial and ra te of contam inant release .as set forth in A rticle .18-14 o f In d u strial Code Kale No. 18. 12-24.4.3 H um idity C ontrol. W hen heal, is added to the workroom to prevent the condensation of w ater vapor evaporated from open tanks into mist, such additional heat shall be so controlled th a t it does not raise the wot hull) tem perature in the lower sis I'eet of th e w orkroom above 80 l>\ 12-24.4.4 Cleanout Doors. T anks o r m achines used for denning by solvents and having a su rface vapor a re a of m ore th an two square I'eet shall be equipped w ith suitable cleanout or sludge doors located near the bottom of each tank or still. Such doors shall he constructed and main tained so th at there is no leakage of solvent when closed. 12-24.-1.5 Solvent T ran sfer. 1. T ran sfer o f Hummable solvents from containers shall lie by means of a hose o r pipe leading to th e boliom o f the ta n k being filled. Containers betw een which the tra n sfe r is being made shall be electrically bonded and grounded with a resistan ce of less than 25 olnns. 2. V olatile solvents shall not be stored o r tra n sfe rre d in uncovered vessels. 12-21.4.0 Vapor Phase Degreasing. 12-24.4.G. I P reeb o ard . The level of th e vapors shall be k e p t below the top edge of the lank by a distance equal to at least one-half the tank w idth or 30 indies, w hichever is loss. 12-24.4.0.2 H eating. 1. (las. W here gas is used as fuel for hen Ling, th e com bustion chamber shall be lig h t constru ctio n , except for necessary com bustion and flue open ings. Mechanically ventilated flues shall be independent of the exhaust duct. N atu ral d ra ft flues shall be provided with d ra f t d iverters. All flues shall be constructed of corrosion-resistant m aterial. 2. Rlecfric. E lectric h eatin g u n its shall be constructed of m aterials resistant to the tank contents and shall be co n stru cted and installed so as to prevent hot, spots. 12-24.4.0.3 T h erm o static Control, liv ery la n k shall be provided with two therm ostats, one of which shall be connected to control or shul-olT the source of heal when the contents reach a tem perature not higher than 20 |e in excess of flic boiling p o in t o f the solvent in its uneonlnm inatod state and the oilier of which shall be located above the vapor zone and be adjusted to shut-off the source of heal when the tem p eratu re in the zone of the l.hermostaf is a t the boiling p o in t of the solvent. T2-24.4.0.4 C ondensers. T anks shall be equipped with condensing or cooling surfaces consisting of pipes, coils, w ater jackets or any combination thereof located on a t least two sides in th e u p p er p o rtio n of the tank above the solvent liquid level. W ater, refrig eran t or other cooling media shall be circulated through the condenser whenever the tank is m operation. 12-24.4.7 Operation. J. W here tanks are provided with loading' hoists, th e hoists shall he designed to raise and lower th e w ork nl a speed n o t g re a te r th a n 11 Coot per minute. 2. A ll products al'tor im m ersion in solvents sh all be held in th e vapor zone o i the tank mid shall not he w ithdraw n from the tank until the product reaches the vapor tem perature as evidenced by the stopping of vapor con densation on file product. 3. Loading rack s shall he o f m etal o r equally im pervious m aterial. 4. Projected area of produet or rack shall no t be g reater than % the area of the tank. .12-24.4.8 Cleaning of Tanks. 1. B efore cleaning the in te rio r o f any ta n k , th e co n ten ts shall be drained off and the cleanout doors, if any, shall bo opened. All p o ck ets in ta n k s or pits where vapors may collect shall he ventilated and cleared. 2. E very w orker engaged in cleaning' th e in te rio r of a n y ta n k in which dangerous air contam inants nre present shall be provided with an approved airline respirator or mask unless the work atm osphere is cleared of dan gerous air contam inants by mechanical ventilation. A stand-by w orker trained to render immediate assistance in an emergency shall bo provided during' the cleaning operation. 3. Floors and p latfo rm s around ta n k s shall be m ain tain ed in accordance w ith In d u strial Code Rule No. Hi. 12-24.4.9 W elding, Open Flam e, etc. No w ork involving welding, open flame or other sources of ignition shall be done a t or ab out any equipm ent for open surface tank operations unless such equipm ent lias first been thoroughly cleaned of all flammable or volatile solvents and th eir vapors or is protected by distance or by shielding against accidental ignition or heating from such work. 12-24.4.10 Special P recau tio n s fo r Cyanide. 1. W here rinse, acid and cyanide ta n k s are so in stalled and used th a t any of them may he contam inated with cyanide or acid, such tanks shall be provided with local exhaust ventilation. 2. Cyanide tan k s .shall not be provided w ith d rain s o r overflows which will allow the tank contents to mix w ith liquid drained from other tanks either on the floor or in floor drains unless the cyanide d rainage has been properly neutralized. 3. Cyanide sails shall be stored in a loeked enelosure and se t above, the level of any door on which acid carboys are stored. 12-2-1.5 T um bling Processes. 12-24.5.1 G eneral Provisions. T um bling processes c re a tin g dangerous a ir contam inants shall ho provided with m oans to rem ove o r control such contam inants at the point of generation. Exception: The above docs not apply to mills, drums, cages or barrels which are completely enclosed during ro tatio n and dissem inate a ir con tam inants only when being charged or discharged. M eans shall bo pro vided to control such contam inants. 19 12-24.G Abrasive Blasting Operations. 12-24.G.l G eneral Provisions. A brasive blasting- operatio n s creatin g dangerous air contam inants shall be enclosed as completely as practicable and shall be provided w ith a local exhaust system to remove the air con tam inants. Exception: O utdoor abrasive cleaning operations where the operator is furnished w ith and w ears an approved air lino respirator. 12-24.0.2 Operation. Approved air respiratory protective equipm ent of the supplied a ir type shall ho used by w orkers employed in ab rasive blasting rooms or tunnels. 12-24.6.3 A ir Supply. Ail- furnished to a ir line re sp ira to ry equipm ent shall be clean. 12-24.7 Crushing, Milling, Screening, M ixing and Conveying. 12-24.7.1 G eneral Provisions. Crushing, milling, screening', m ixing and conveying; and related processes creating- dangerous a ir contam inants shall he enclosed and provided w ith local exhaust ventilation to rem ove or control the air contam inants at the point of generation. 12-24.8 W elding, Brazing, Flam e C utting and M etallizing. 12-24.8.1 G eneral R equirem ents. W elding, brazing, flame cu ttin g and metallizing operations creating dangerous air contam inants shall be pro vided w ith ventilation to control such contam inants. 12-24.8.2 Classes of Operations. O perations involving welding, etc., are divided into the following classes lor the purposes of this rule: Class T-- O perations in confined spaces involving toxic m etals in cluding but not limited to antimony, beryllium, cadmium, lead, mercury, selenium or tellurium , or involving fluorine or any alloy, compound or flux containing any one or combination thereof or other dangerous air contam inants. Class 1f-- O perations in confined spaces involving m etals, alloys or com pounds o th e r th a n those listed in Class I. Class 111-- O perations in uncon/ined spaces involving- m etals, alloys o r com pounds listed in Class 1. Class TV-- O perations in imconfincd spaces involving m etals, alloys o r compounds listed in Class II. 12-24.8.3 Protection of Operators. Class I Requirem ents. Every employee required to work w ithin a con fined space where any Class 1 operation is perform ed shall be furnished an approved air line respirator or supplied air helmet, and the confined space shall he ventilated a t a minimum rate of 1000 c.f.m. p er w elder w ithin the enclosure. Class I I Requirem ents. Every employee required to work w ithin a confined space where any Class II operation is porform ed shall he furnished an approved nil- hue re sp ira to r o r supplied a ir helm et or th e confined spaeo shall be ventilated a t a minimum ra te of 1000 c.f.m. p er w elder w ithin the enclosure. 20 Class I I I Requirem ents. Every Class I I I operation shall be provided wil.lt local exhaust v en tilatio n . Class IV Requirem ents. E very Class IV operation at a fixed location as p a rt o l a production process shall be provided w ith local exhaust ventilation whore practicable. A ll other Class IV operations shall be provided w ith dilution ventilation. E xceptions: The following Class IV operations are excepted from the above requirem ents: 1. Spot Welding-. 2. O perations which are n o t usual shop practice. 3. O ut-of-door operations. 12-24.9 E x h au st G-ases F ro m M otor V ehicles O p eratin g in E nclosed Areas. 12-24.9.1 G eneral Provisions. Enclosed areas in which in te rn a l com bustion m otor vehicles arc operated and release dangerous a ir contam inants shall be provided with means to remove or control the fum es, gases or vapors released or disseminated. 12-25 IN D U STRIA L PRODUCTS COATING 12-25.1 R equired V en tila tio n . Coating- shall be conducted in a hood, booth or enclosure complying w ith this rule and Industrial Code Rule No. 18 and provided w ith a m inim um a ir velocity o f 100 foot p e r m in u te in th e breathing- /.one of any operator who works w ithin the booth, or a minim um velocity of 100 feet p er m inute through all openings of any booth a t which the operator stands in front of the booth. E xception: D o w n d raft system s of: exhaust ventilation sh a ll p ro v id e such an air velocity as w ill prevent air contam ination in the b re a th in g /.one of the operator. 12-25.2 H eating. U nits used for com fort heating- any space to which tliis rule applies in which flammable liquids arc used, handled o r stored shall he confined to the use of low pressure steam or hot w a te r o r in d irect forced w arm air. D irect w arm a ir heating system s m ay bo used su b ject to approval by th e B oard. H eatin g u n its shall be k ep t fre e of' d ep o sits o f flammable compounds. 12-25.3 D rain ag e o f F lam m able L iquid W aste. E very d ra in a g e system which conducts flamm able liquid w astes shall lie pro v id ed w ith traits. Flam mable liquid wastes shall be prevented from entering the p lant drainage system. 12-25.4 M aintenance and O peration. 12-25.4.1 M aintenance of Equipm ent. All equipm ent req u ired by this rule shall he maintained in good repair and proper operating condition. 12-25.4.2 Purging. E xhaust systems shall continue in operation for a sufficient period of tim e a fte r conclusion of coating operations to clear the air of dangerous air contam inants. 21 12-25.4.3 Floor M aintenance. The floor w ithin ami in the im mediate vicinity of the w orking at'ea shall ho k e p t clean and clear of any waste m ateiial or any obstruction. W here dust may he cieated by dry sweeping, floors shall be w et down with a non-llanim ahle w etting agent befoie .sweeping'. 12-25.4.4 Passage Space. A minim um passage space o t th ree foot shall be provided for access to every wot king station. '12-25.1.5 C ontainers. All tan k s ami containers used lor flammable liquids shall he oh incom bustible m aterial and shall be k e p t do sed w hether roll or empty, except as may bo necessary for operational purposes. 12-25.4.0 T ran sfe r of F lam m able Liquids. The tra n s fe r of flammable liquids having a flash p o in t of less than 100 degrees F . shall be by means o f a hose or pipe leading to (die bottom o f the vessel being filled. When tran sferrin g such liquids from one metal container to any oilier metal container the two containers shall lie bonded to g eth er electrically and pi opcrly grounded. 12-25.4.7 Vehicles. V ehicles shall not be taken into o r o u t o f spray coating spaces under th e ir own tower, unless the ex h au st system is operating. 12-25.4.8 Use of Different Types of Coating M aterials. W here different typos of coating m alciials arc used in the sumo booth or space, the booth or space shall lie thoroughly cleaned of previous coating deposits before commencing the application of the new substance. 12-25.4.9 Mixing and Thinning. 'Hie m ixing or thinning of flammable liquids in unit q uantities g re a te r Hum 55 gallons shall be done in a mixing or spray room provided w ith ventilation as specified in Industrial Code Rule No. 18. Lessen' q u an tities, when mixed indoors, shall be mixed within a hood, booth or other w orking area provided with exhaust ventilation as required in Section 12-25.1. 12-25.4 10 Coating R em oval by Use of Solvents. The process shall be provided with adequate exhaust ventilation while the removal of residue m int or other coating m aterial is being carried on. The rate of ventilation shall he th a t specified in th is A rticle and In d u s tria l Code R ule No. IS. N ote: Use of benzene or carbon tetrach lo rid e for th is operation is prohibited. 12-25.4.11 Sanding. S an d in g of su rfaces containing lead or lead pig m ent shall lie done c ith e r with san d p a p e r w etted with w ater o r in an area p io u d cd with an exhaust system providing ventilation at a minimum rate of 150 f.p.m. in the b re a th in g zone o f the w orker. 12-25.4 12 Cleaning Solvents. Enclosed coaling' o r solvent cleaning operations and any subsequent drying operations shall ho mechanically' ventilated to m aintain the concentration o f vapors w ithin the enclosure below 50 percent o f the low er explosive lim it. N ecessary woiic openings o f such enclosures shall have an inw ard a ir How m ain tain ed by m echanical ventilation. 12-25.5.2 F ire Protection. Tanks and troughs containing- flammable liquids used for m anual d ipping op eratio n s shall ho provided w ith heal, actuated autom atically closing covers arranged so as not to interfere with exhaust ventilation. W here the dipping operation is done autom atically the tank ami troughs shall be provided with approved fire extinguishing systems. N ote: F or additional requirem ents on fire protection, see Section 12-27.9. 12-25.5.2 In sta lla tio n o f T anks. T an k s shall he. a rra n g e d to p revent accidental tipping. 12-25.5.-1 H eatin g of L iquids. Devices used for h e a tin g flammable liquids shall be provided with an autom atic tem perature, regulating device so arranged th a t the source of heat shall be autom atically shut-off when the tem pera!ure of the liquid rises above the normal operating tem perature. 12-25.(i Forced D rying an d B aking. .12-25.(1.1 C onstruction. Ovens, cabinets, o th e r enclosures and duel work used for forced drying or baking system s shall he constructed of in combustible nmlerinl with expansion joints provided in the oven framing. Duet work shall he provided w ith two inches clearance or throe-fourths inch of incombustible rigid insulation where the duet work passes through com bustible walls, doors or roofs. The te m p e ra tu re o f su rfaces in contact with walls, doors or roofs shall not exceed 11)0 degrees F . The door surface of the oven shall he ol incom bustible m taerial and extend a t least one foot beyond the oven outline. Interior surfaces shall be smooth. 12-25.0.2 V entilation. Ovens, cabinets and o th e r enclosures used for such pin pose shall be provided with mechanical ventilation to m aintain the concentration of Hummable vapors below 50 p e rc e n t o f th e low er explosive level a t all times. Ovens shall be exhausted m echanically so th a t mi inw ard air How shall be m aintained through all openings to p re v e n t escape of dangerous a ir ooiiiumiiiunts. W hen persons are required to enter the drying enclosure, the eoncciitn itio n of a ir contam inants shall be m ain tain ed below' th e d an g er level by' moelianical ventilation. 12-25.G.3 E xplosion V en ts. Ovens in w hich flam m able vap o rs or com bustible gases may lie p re se n t shall be equipped w ith explosion re lic t panels to relievo internal explosion pressures. Such vents shall provide an un obstructed aggregate area, of one square Coot o f panel opening' to each fifteen cubic fleet o f oven volume, allowance being m ade fo r access openings and doors arranged to yield easily to internal pressure. R elief panels shall, if practicable, bo located in the top of the enclosure and be made of mate rial, o th er th an glass, which shall easily yield to in te rn a l pressure. On long ovens explosion panels shall be distributed to provide effective ex plosion relief. E xplosion panels shall be located and arranged so as not to create a hazard to employees or other work spaces. P an el edges shall be m aintained free of condensate and other solid m aterial to insure proper operation. 12-25.0.4 Controls. F an switches shall he interlocked w ith the fuel valve through a tim e delay arrangem ent to assure proper provenlilai.ion before the fuel is ignited. W hore necessary, enclosure doors shall have a limit switch interlock to prevent the time delay relay from operating unless the enclosure doors are open. The fuel supply line shall he provided w ith a p ressu re sw itch to sh u t off the fuel supply when fuel supply pressure is insufficient. The switch shall not reopen the fuel valve automatically. An excess tem p era tu re lim it switch .shall be provided to cu t off the fuel supply when oven tem perature exceeds the safe limit. The switch shall not reopen the, J'ul valve autom atically. Combustion safeg u a rd s shall lie provided to sh u t off th e fuel supply in the event of pilot light or ignition failure. 12-25.(1.5 D am pers. A ir supply or exhaust volume control dam pers shall be ad [listed p ro p e rly and fixed securely. D am pers shall be designed to prevent full closure. .12-25.fi.fi C om bination Booths. W here coaling and forced d ry in g are done alternately in the same booth or enclosure, the following requirem ents shall be complied w ith : a. D uring coating o perations, the drying a p p a ra tu s and electrical connec tions and w iring th e re to shall not ho located w ithin the coating enclosure nor m any location where coating residue may be deposited thereon, and h. Coaling ap paratus, drying apparatus and ventilating system of the coating enclosure shall be. equipped with suitable approved interlocks so arranged th at coating apparatus cannot he operated while drying apparatus is inside the eoal.mg enclosure and the coating enclosure shall be purged of coating vapors for a period of not less than three m inutes before drying a p p a ra tu s can he energized; 1he v en tilatin g system shall continue in oper ation during the, d ry in g process and in the event o f failu re of the v en til atin g system , the d ry in g a p p aratu s shall sh u t off autom atically. 12-25.(1.7 Cleaning. The inside surfaces of the d ry in g enclosure shall he m aintained clean. Cleaning tools shall be of non-ferrous m aterial. 12-25.7 Storage. 12-25.7.1 E nclosure of Storage Rooms. The floor su rface of rooms used for storage of flammable liquids shall be of incom bustible m aterial and shall be w aterproof. The room enclosure shall be of construction having the following minimum firo-resistivc rating: 2-1 W alls Doors W indows Coiling (if space above is occupied) Floor 1 hour 3/ i h o u r % hour 1 hour 1 hour (F or rules on fire-resistive construction sco Industrial Code R ule No. 7) 12-25.7.2 Location of Storage Rooms. Storage rooms fo r Hummable liquids shall be located a t o r above grade and an e x te rio r w all of.' th e building shall form a t least one wall of the room. No opening in any storage room shall lie located w ith in 15 1'oet o f any sta irw a y , e lev a to r shaft or building exit. 12-25.7.3 F loor D rainage and Door Sills. Floors of storage room s sball be arranged to provide drainage of liquids and the drain shall be provided with a trap to prevent the spread of lire. Sills of non-com bustible m aterial at least six inches high or a six inch deep g u tter covered w ith g ra tin g shall be provided a t every door leading in to a storage room. Note: See Section 12-25.3 for drainage requirem ents. 12-25.7.4 L im ita tio n o f Q uantities. No more th an one d a y 's supply or 220 gallons of Hummable liquid, w hichever is less shall be k ep t in a workroom. Such supply, unless kept in closed drum s, sball bo kept in cabi nets as follows: a. C abinets for storing quantities of flammable liquid not exceeding 110 gallons shall be of a t least incom bustible single wall construction and shall be vented to the outer air. b. C abinets fo r sto rin g q u an tities of flammable liquid o f m ore th a n 110 gallons b u t less th a n 220 gallons shall be of incom bustible double w all construction w ith an a ir space of at least IV2 inches or m etal-covered wood construction throughout and shall bo vented to the ou ter a ir a t top and bottom. c. Q uantities exceeding 220 gallons shall ho k ep t in a sto ra g e room as specified in P arag rap h s 12-25.7.1, 12-25.7.2 and 12-25.7.3. Doors to storage cabinets shall bo kept closed and latched. 12-25.7.5 C ontain er Covers. C ontainers used for flam m able o r toxic, liquids shall bo kept covered tightly when not in use or when being moved about w hether or not they contain such material. 12-25.7.0 V entilation. Storage rooms shall bo provided w ith a m ini mum rate of ventilation of 5 cubic feet per minute p er square loot of gi'oss floor a rea and th e v en tilatio n sball bo m ain tain ed d u rin g tra n s fe r, mixing or thinning operations of quantities less than 55 gallons F o r quantities in excess of 55 gallons see P aragraph 12-25.4.0. 12-25.8 E le c tric a l E quipm ent. 12-25.8.1 W irin g a n d E quipm ent. A ll electric w iring and e lec tric eq u ip m ent shall be o f good q u a lity and p ro p erly installed. W irin g w ith in 10 feet o f a w orking area or within a storage room shall bo installed in sealed rigid m etal conduit with explosion-proof fittings. Exception: Coating operations not involving flammable solvents. 12-25.8.2 Lighting. A rtificial lighting shall be by electricity. Lamps w ithin areas where Hummable liquids may be used or stored or where (lanuuable vapors may be present shall be of the totally enclosed type and shall be protected ag a in st breakage e ith e r by locution or by lam]) guards. Lamp sockets shall be non-metallic shells and of the switcbless type. Illu m ination of hazardous m ens through p anels of tra n sp a re n t m aterial is p e r m itted only under the following conditions: i. Nixed lighting units shall bo used as th e source of illum ination. If. The panel shall effectively iso late th e hazardous urea .from the area in which the lighting unit is located. 3. The tra n sp a re n t panel shall conform to Section 18-20.1 of Code Hide No. 18. -I. The installation shall be .such th a t th e norm al accum ulation of h az a r dous residue on the exposed su rla e e o f the panel w ill not bo raised to a dangerous iom peratiu o by lieu I, rad iatio n o r conduction from the source of illum ination. .12-25.8.3 C ontrol E quipm ent. Sw itches and oth er control devices, unless explosion-proof, shall be located a t least 10 feet from the working area and outside of storage rooms. 12-25.S.-1 O ther E quipm ent. A ll electrical equipm ent located in a storage room or the in terio r o f coating hoods or th e ir exhaust ducts shall he explosion-proof. Systems designed to salvage deposits by collecting them in flammable solvent shall have the controls so arranged th a t the solvent pump cannot operate unless the ventilating fan is operating. 12-25.8.5 G rounding o f E quipm ent. All m echanical equipm ent used for the application of flammable liquid and all metal booths, hoods, tanks, troughs, conveyors, Ians and motor housings and all bells within a working area shall he grounded effectively. 12-25.8.0 E lectro static A p p aratu s. The in sta lla tio n and use of electro static appai aims shall comply w ith th e applicable p ortions of this rule and In the following requirem ents: 12-25 8.0.1 A pproval R equired. Only approved electrostatic ap p a ra tu s shall be used. 12-25 8.0.2 Conductive Coatings. T his method shall not he used for spraying conductive coating's. 12-25-8.0.3 H and O perations. M an u ally operated spray guns or atom izers shall not be used m an oloetroslntic held. I2-25.S.0.-1 Location. KIec.trost.atic a p p a ra tu s and devices used in con nection with paint spraying, dipping or other coating operations shall have 1rnnsform ors and pow er packs located outside sp ray booths or enclosures and areas subject to paint deposit. 12-25.8 0.5 Supports. Electrodes and electro static atom izing beads shall ho livulK supported and p erm an en tly installed and shall be effec tively insulated from ground. 20 12-25. 8.6.6 Clearance. Si Mice shall bo m aintained betw een articles boi ay finished and electrodes, electrostatic atom izing bends or conductors of at least twice the sparking distance. 12-25.8.(1.7 A rticles on Conveyors. A rticles on conveyors shall be so arranged and supported as to m aintain the required clearances. 12-25.8.0.8 A utom atic Controls. E le c tro sta tic a p p a ra tu s shall be equip ped with autom atic controls arranged to make the entire equipm ent dead if the ventilation of the. spraying' area falls below th a t req u ired in Section 18-20.1 of Industrial Code Ride No. 18, o r if too largo an artic le is placed on the conveyor, or if the conveyor stops. 12-25.8.0.9 G uarding and Iso latio n o f Process. All p a rts o f the equip m ent carrying high potential and th e electrical field shall be located, guarded and fenced off to provide safe isolation of Ihc process. Guards and fences shall he of conducting m aterial and shall he grounded. 12-25.8.0.10 Signs. A .suitable sign statin g the sp ark in g distance shall he posted conspicuously near the assem bly. >Signs d esig n atin g th e process cone as dangerous by reason of fire and accident hazard shall be posted. 12-25.8.6.11 Insu lato rs. In s u la to rs shall m eet the te s t sta n d a rd s for insulators of the Board for the potential used and shall be maintained clean and dry. E x tin g u ish e rs containing carbon tetrachloride, methyl bromide or other toxic m aterial are prohibited for th is usage. In addition th e re shall bo at; least one approved e x tin guisher for ouch 2500 square feet, o f floor a re a so located th a t a person shall not have to trav el m ore th a n 50 feet to reach th e n e a re st extinguisher.
