The original inhalation cost estimate covered most of the unexpected additions, whereas the oral study did not. Therefore, the additional cost request relates primarily to the long-term oral work. The Panel believes the additional work conducted by Dow was necessary and that the costs are justified. Dow has provided a breakdown of the additional expenses as follows: 1. In order to comply with guidelines of the National Cancer Institute for lifetime animal studies, additional laboratory work was required. This laboratory work included: more fre quent animal observations, checks for tumors, additional pathology, particularly histopathology on more animals, and increased clinical chemistry and hematological evaluations. ($21,301 - VDC 1.3--TOX-Orl-DOW) 2. Extensive analytical determinations were required to monitor the concentration of vinylidene chloride in the test solutions administered during the course of the studies. ($3,357 - VDC 1.1-TOX-Ihl-DOW and $16,568 - VDC 1.3-TOX-Orl-DOW) 3. Manpower and service costs increased at considerably higher than expected rates during the years these studies SL 096582 > 2 were conducted (1974------1977).
