Section I - INTRODUCTION
USDA Dale Bumpers National Rice Research Center 11/16/2018
PURPOSE OF THE INSPECTION
EPA Region 6 inspector Angela Hays arrived at the United States Department of Agriculture (USDA) Harry K Dupree Stuttgart National Aquaculture Research Center (ARS) at 10:00 on 11/16/2018 for an unannounced inspection. I met with Carl Webster, the manager of ARS, at the Opening Conference. I presented my credentials to Mr. Webster and informed him that this was an EPA inspection to determine compliance with resource conservation and recovery act (RCRA) regulations. The scope of the inspection is a compliance evaluation inspection (CEI) follow up from a RCRA CEI performed on November 12-16, 2018 that includes generator status evaluation, facility compliance, and document collection. The neighboring USDA Facility, Dale Bumpers Rice Research Center, was also inspected on 11/16/2018.
FACILITY DESCRIPTION
The USDA ARS located in Stuttgart, AR conducts research to address priority needs of the U.S. aquaculture industry. The research focuses are host -pathogen interactions, disease control, novel and traditional production, nutrition, genetic, and molecular genetic research.
Section II - OBSERVATIONS
During inspection I was escorted by Joel Leadbetter, safety specialist. I observed general cultivation and health practices at the ARC. The research focuses understanding diseases that affect fish health, developing practical feed formulas, and genetic traits for reproduction. The facility was operating as a conditionally exempt small quantity generator (CESQG) at the time of inspection. Hazardous waste collected in satellite accumulation areas (SSA's) is managed by laboratory technicians and collected by Mr. Leadbetter before transportation and disposal (Appendix 1).
Section III - AREAS OF CONCERN
I observed no areas of concern at the time of inspection. During closing I went over the paperwork collected; waste list, signed 3007, DOT Training certificate, employee training list, pathogen inventory, and manifest 012223422FLE (Appendix 2). I suggested that the labeling and dating in the SAA's are consistent throughout the facility. While CESQG's are not required to label or date the waste in the SAA's a common practice should be considered throughout the facility with special consideration to flammable materials when pertinent.
