Swackhamer F. H. Carman Jr., Jr. The meeting was called to order at 1:1*5 P.M. with Mr. Milliken in the Chair. The minutes of the meeting of January 31, 1952 were approved without reading. A.S.A. COMMITTEE The Board of Directors has approved the Committee's recommendation that Mr. F. J. Rarig of Rohm & Haas Company be appointed as M.C.A. representative on the A.S.A. Building Code and Construction Standards Correlating Committee. This ap pointment has now been confirmed by the A.S.A. secretary. TERMS OF REFERENCE The terms setting forth the activities of the Plastics Group and its Commit tee within the M.C.A. structure have been referred to the Board and it is expected these will be approved in the next meeting scheduled for early in March. GROUP MEETINGS Mr. Rodgers reported on tentative arrangements for the f.ull-day golf outing at Baltusrol Country Club scheduled for May 6. The group approved the suggestion that Mr. Tracy, Director of the Chemical Division of NPA be invited as a guest. Following consideration of all meetings now scheduled for the plastics indusry in the next two months, it was agreed that the next regularly scheduled meet- Kng of the Plastics Committee should be held about 11:00 A.M. at Baltusrol Country Club immediately prior to the outing planned for the Plastics Group. Meetings will be held in March or April only at the discretion of the Chairman. CMA 078140 ' Plastics Committee Meeting <) Page 2 Members were advised of the tentative plans for the Plastics Group meeting dur ing the Annual M.C.A. Conference at White Sulphur Springs, June 23, 2k and 2$ Dr. Frederick is a member of the committee on arrangements and had planned a Plastics Committee meeting at 9:30 A.M. on Monday, June 23, with the Plastics Group dinner and meeting Monday evening in the Casinoj the latter has adequate facilities for 125 and will permit the group to be separate from all other activities. These ar rangements were approved by the Committee. technical data book revision Following review of the policy regarding complimentary distribution of the data book as determined in the March 8, 1951 meeting and the procedure with the 19U8 edi tion, it was the consensus of the Committee that this distribution of the new edition be on a similar basis to that followed in 19U8. Since it is possible the members ap proved the financing on the basis that complimentary distribution would be to quali fied Government employees (all others being required to pay), it was the Committee's recommendation that this revised distribution plan be approved by the members and that this be done at the time the assessments for publication are made. The Committee approved the following recommendations of the Washington office: (l) That members be requested to supply list of qualified engineering personnel who should receive the book in the name of the Association. These lists are to be cor related to prevent duplicate mailing. This was the distribution plan followed in 191*8. (2) Assessments for the financing as agreed upon in 1951 are to be made be fore May 31. (3) Nonmembers manufacturing commercially available plastic materi als will be invited to supply data but no great effort will be made if it appears they are not interested. The Committee suggested that counsel be consulted regard ing coverage of the industry particularly in the case of these nonraembers. WALSH-HEALEY WAGE DETERMINATIONS Determinations by the Secretary of Labor in the chemical and other industries were reviewed briefly. On direct question as to industry policy with respect to north-south wage differentials, it was the opinion that this branch of the chemi cal industry had no problem and that there would be little point in the Washington office actively following Walsh-Healey problems in cooperation with other indus tries at this time, PERSONNEL REPLACEMENTS Mr. John Tokarz has been recommended for the post of deputy chief of the Plas tics Branch of NPA. Following request to Committee members in the January meeting, three have approved the suggestion that Mr. Bossart, temporary employee in OPS, is qualified to follow up as chief of that Plastics Unit on the next rotation of per sonnel. During discussion of these problems, the point was made that it is desir able to continue to fill the WOC positions with new personnel having the same sta tus; comment was also made that WOC personnel were not too busy and it was becoming progressively more difficult to persuade industry people to come to Washington to fill these important posts. The next OPS replacement on plastics will be discussed further with Mr. Drake, Director of the Rubber, Chemical and Drugs Division. i CMA 078141 Plastics CCoormmmittee Meet_.ig ; Page 3 MOBILIZATION PROBLEMS The DPA is currently undertaking preparation of an industry-wide expansion goals on plastic materials as a group to aid them in clearing amortization certi ficates. The Washington office has been called in as a consultant. Activities of the Defense Mobilization Committee and its Washington Subcom mittee pertaining to CMP allotments and certificates of necessity were enumerated for the group. Ethyl Cellulose is to be removed from the list of chemicals now covered in NPA Order M-32, which places a ceiling on the percentage of defense orders that must be accepted.
