R. Van Mynen, Chairman, convened the meeting at 9:30 a.m. Minutes of the May 11, 1989, committee meeting were approved without change. 2. CMA Organizational Changes G. Strickland spoke to the committee about organizational changes in the Technical Department that affect the committee. G. Cox, Vice President of the Technical Department, will manage the CHEMSTAR, CHEMTREC, and EMC divisions. G. Strickland, Assistant Vice President of the Technical Department, will manage the Distribution, Health Issues, and Safety and Plant Operations divisions, effective immediately. He will also act as staff executive for the HSC. 3. HSC Planning Meeting R. Van Mynen reviewed the summary remarks of the planning meeting, and discussed a process for reviewing activities in the task groups, including both focus area reviews as well as individual task group reviews. The CMA staff assigned to the various groups will ensure that the respective chairmen receive copies of the document outlining guidance for liaison between the committee and task groups. A. Outside Services Funds The committee discussed the results of the FY 88/89 outside services budget totaling $387,900: $394,000 spent with $42,000 in obligations carried over into FY 89/90. The FY 89/90 budget totals $407,400. The committee approved $700 for travel funds for Dr, Glen Suter, Oak Ridge National Laboratory, to attend the Environmental Health Work Group meeting. The committee waived the committee's rules of procedure to consider the following two projects: o $13,000 for printing and copying the health effects videotape, presenter's guide and brochure; and o $13,500 for designing a new CAF.R Handbook cover and printing the Handbook. Upon waiving the rules of procedure, the committee approved these projects. The committee asked W. Dyste to communicate to T. Marriott the committee's request that the CAER Task Group fully identify all costs of a project at the time it is recommended to the committee. CMA 060955 HSC Meeting Minutes June 20, 1989 Page 3 5. Report on the June Board of Directors Meeting R. Van Mynen reviewed the actions taken by the Board of Directors at its June meeting. Of note to HSC, the Accidental Releases Policy was approved after the principles were modified by the Board of Directors. The briefing on the OECD core set of data issues was postponed until the September meeting. 6. HSC Organizational Changes R. Van Mynen reviewed the proposed HSC organizational changes to which the committee agreed. J. Price will be asked to evaluate whether the activities of the Chemical Release Inventory Task Group could be managed by other task groups, allowing the task group to sunset. The HSC also agreed to move the Process Safety Analysis Task Group to the Engineering and Operations Committee, and will rely upon L. Schaller to ensure a strong link between HSC and EOC. 7. EPA's Integrated Risk Information System (IRIS) The committee was briefed on EPA's management of IRIS and the problems associated with the improper use of information contained in it for conducting risk assessments. In an EPA letter, the agency indicated that it is willing to consider greater review by the regulated community of the data base. The committee agreed this is an important issue that needs to be followed. The committee will assess which task group (or task groups) should manage this effort at the next Steering Task Group meeting. 8. Request for Proposal for Evaluating CommunIty Exposure to Chemicals The committee reviewed the RFP for methods to evaluate community exposure to chemicals, and asked L. King to combine the papers explaining the logic for the project. The committee agreed to proceed with the RFP, step-wise, first by soliciting proposals; next, evaluating the RFPs; and then, discuss them with HSC before proceeding with the project. The committee also agreed to ask in the RFP how the consensus work product would be communicated to various audiences. M. Friedman, J. Rosenthal, R. Van Mynen, and S. Engelman asked to be involved in revising the RFP. The revised RFP will be distributed for comment to the HSC members who should contact T. O'Leary. CAA Reauthorization/Health Risk Issues Current legislative proposals being considered by Congress raise issues about health risk-based standards. The committee reviewed a concepts paper prepared by EMC and made several changes. EMC staff will rewrite the risk-based concepts paper. K. Rosica will ask the HATG and RAWG to develop a position paper on acceptable risk levels that supports EPA using a range of risks. 10. Letter to EPA on PMN/Salts Members received a draft letter to EPA on exemptions from PMN requirements for certain salts and other types of substances. Comments should be provided to T.
