A CHEMICAL PLANT SAFETY AND HEALTH MANUAL ABERDEEN, MISSISSIPPI SUBJECT: CONDENSED EMERGENCY PLAN EFFECTIVE DATE: September 24, 1985 PREPARED BY: SAFETY DIRECTOR APPROVED BY: PLANT MANAGER Reference: Emergency Plan, Safety and Health Manual Section 1.232 PURPOSE: To provide critical emergency response guidelines and telephone numbers for use in time of plant emergency. I. Emergency Actions The following Items describe, in outline form, the actions that must be taken or considered in event of a plant emergency. The actions taken will be dictated by the emergency conditions. Some of the items may not apply in every emergency. The page references at the end of each statement refer to specific items in the Emergency Plan, Section 1.232 of the Safety and Health Manual. A. Activate the Emergency Alarm System (page 3). B. Stop all hot work and fired equipment (page 6). C. Evacuate non-essential personnel (page 4). D. Evacuate downwind areas inside plant and community as necessary. Community evacuation should be done for serious, potentially life threatening situations downwind (page 13). E. Account for all personnel (page 5). F. Activate the Emergency Organization to obtain additional man power (page 10). Call Lists - Attachment B and B-l attached. G. Control the Emergency condition: - Protect personnel with proper personnel protective equipment (pages 6 & 7). - Block in vapor remotely then locally for vapor releases and fires (pages 7 & 8). % -- Use Fire Protection Systems to protect equipment and disperse vapors (page 8).
