SUMMARY Issues management Committee had their organizational meeting at the annual meeting on May 25, 1993. A second meeting was held on June 24, 1993 in Washington, DC to discuss the Charter and Objectives of the group, integrate as appropriate issues from the VPC, Electrical Materials, and PRO group and to prioritize objectives. A number of Ad Hoc groups that have been addressing a number of key issues were defined. Listed below are the issues and a brief summary of each. 1. Attack on chlorine/PVC led bv Greenpeace - Krause - A letter was written to the VI Board summarizing the status with the International Joint Commissioners (IJC) and the Virtual Elimination Task Force (VETF) proposing some specific actions to be taken. In summary, we have not been as successful as desired through the IJCA/ETF process. As a result, we are continuing to work the process but are also initiating efforts outside the process to influence the IJC through our Legislative Ad Hoc group. This effort is being coordinated with the CCC. It is important our individual members support this effort. The IMC will discuss this at their 8/31/93 meeting and report to the Board on the status. 2. VCM/EDC/Dioxin Issue - McCreedy/Borrelli - Ron McCreedy will report in Technical Committee Report. 3. Kansas Pipe/VCM Issue - McCreedv/Krause/Eckstein (Unibell) - A meeting was held on 7/27/93 to review status and define actions. NSF has clearly established that a number of water samples taken from the Donaphin #5 water system exceed the 2 ppb RVCM standard. The residual VCM is coming from the pipe wall which was installed in the late sixties and has RVCM levels of 200-500 ppm. These samples tend to come from stagnant sections of the piping system; some water samples from the early pipe were non-detectable indicating the problem is insufficient water flow. Water samples taken from pipe installed in 1987 were all non-detectable. A number of actions are proceeding: 1.) Actively assist in remediation recommendations but not assume responsibility for same. 2.) Obtain flow data from the piping system and model the system. Al Berens, retired expert on VCM diffusion, will model the system. 3.) Define the scope of the issue by examining the states where pipe prior to 1975 has been installed. 4.) Meet with EPA - Washington to report status and propose out next steps. We will report status at VI Board. 4. Recycling - Continues to be a key issue for VI and is reported under VIGOR by Bill Carroll. 5. CONEG Issue - CONEG is trying to revitalize their efforts on Toxic Chemicals which would include heavy metals in all plastics and then onto Chlorine/PVC. At the request of CONEG Source Reduction Task Group, a task group under SPIOHEIC was in the process of assisting. In discussion with our VI Ad Hoc Task Group, we agreed this was a bad policy and redundant to existing legislation. We initiated actions through to SPI/APC State Government Relations Group and now CMA to address the issue at the policy level to get CONEG off this tact. Efforts are continuing under their banner. Vinyl Packaging Ad Hoc - Kim Mathieu and Pat Gallagher - Edward Howard will address communications with PVC converters and the VIP packaging award in 1994. 7. - Pipe Ad Hoc - Mike Barish will chair a small group to provide advice to Unibell and some code monitoring. 8. Code Ad Hoc - The IMC decided VI should be monitoring codes and a small Ad Hoc group was formed to address the issue.
