Ryan, I connected with Luke and he passed along your suggestions on what we need for the Littlefair meeting with Administrator Pruitt. In preparation for the meeting, I have identified some specific EPA regulations impacting natural gas used in transportation, which the National Gas Vehicle America (NGVA) outlined in recently submitted comments to EPA. Action on these EPA regs would help to providing a robust natural gas vehicle industry here in the United States.
NGVA made four specific requests with respect to regulations affecting NGVs. First, EPA was asked to amend its regulations to do away with the totally impractical 2:1 driving range requirement that prevents natural gas vehicles from taking advantage of utility factors available for bi-fuel vehicles. Second, EPA was asked to modify its certification requirements for dual fuel marine engines to recognize that these engines will operate mostly on natural gas and therefore should not have to be equipped with costly emission control equipment that is only necessary for engines that operate solely on diesel fuel. Thirdly, EPA was asked to adjust testing protocols for biofuel facilities by going to a random testing protocol in lieu of testing all deliveries. Fourth, EPA was asked to amend the DERA Program to provide additional incentives for new, low-NOx engines and vehicles, or alternatively to do away with the scrappage requirement for fleets that purchase vehicles that exceed minimum federal emission standards.

In summary, Andrew Littlefair, the President and CEO of Clean Energy Fuels, will make the case that a more robust commitment by the Trump Administration to the natural gas vehicle (NGV) industry can create tens of thousands of new U.S. jobs, and will make our country safer and enhance our national security.

disadvantage the natural gas vehicle industry. Given the technological advances of NGVs, especially heavy-duty (HD) trucks, the bias toward EVs is unfair and is unjustified. The advantages of NGVs in non-attainment areas helps to achieve goals of the Clean Air Act due to the use of Near Zero emissions natural gas engines.
I hope the Administrator's schedule will permit him to meet with Andrew Littlefair. I think it would be time well spent.
