PLAINTIFF'S (| v EXHIBIT TO: Mr. A. B. Milam FROM: G. Ille GI-160 i . CEL-370 .: . .' January 16, 1981 INSUDTRIAL HYGIENE RECOMMENDATIONS FOR THE SERVICING OF THE ASBESTOS DUST COLLECTOR The following recommendations should be reviewed for implementation to protect employees servicing the asbestos dust collector and to minimize release of asbestos fibers to the outside: 1. Build a completely enclosed interlocking air chamber onto the dust collector as suggested by the Safety Superintendent. This will allow movement of contaminated materials outside of the dust collector without releasing asbestos fibers. The size of the sealed enclosure should be such to allow two employees to move about and to clean any parts that may require additional maintenance. 2. Purchase a portable vacuum cleaner approved for toxic dust. This will allow the cleaning of all parts removed from the dust collector, and can also be used when accidental spills occur in Celanex or Special Products. I have requested information on a specific model for your review. 3. All employees entering the dust filter shall wear: a) Acid Suit supplied with continuous, positive pressure air or, b) Full-face respirator supplied with continuous, positive pressure air and, c) Disposable overalls with boot covers. The above employees shall shower prior to changing into their work or street clothes. 4. The contaminated air filters removed from the dust collector shall be bagged and disposed of in the asbestos landfill. The used vacuum cleaner bags shall also be removed Cat the end of the project) and disposed of in polyethylene bags to the landfill. 5. The area around the dust collector shall be completely roped-off with asbestos warning signs posted. 6. Since this is the first time that the asbestos dust collector will be entered and serviced, recommend that an operator be assigned to monitor the operation and provide assistance as needed. 001060 Ooi7o GI-160 Page 2 7. You may wane to get Plant Engineering to take some static and velocity pressure measurements to quantify the operating characteristics of the collector, now and when the new filter bags are added. This will tell us if the system is working properly in the future. 8. If water is used to clean the interior'of the dust collector, it shall be filtered prior to discharge into the solar ponds and the filter buried in the asbestos landfill. W. H. Brough J. Garza 001061
