AFE's below $15,000 that are general or miscellaneous in nature, but include safety or environmental projects, contain no specific information for those parts of the expenditure. This procedure would allow for us to understand what part the expenditure in the AFE is for environmental or safety. For larger projects where pollution abatement or safety and health expenditures are part of a total project but not a distinct ''facility" the same information is needed as above but also that part of the project may be excepted from various taxes, including property, sales, use and franchise assessments.
