Mofley E. H. Crow T. Ozarchuk PMSB SHAC The Hourly Safety Committee held its regular monthly meeting on August 26. NEW BUSINESS Bicycles for Hourly Safety Committee Members The Committee requested that consideration be given to providing new bicycles for the exclusive use of the Committee members. They frequently travel throughout the plant conducting business, and bicycles are not always available. This request was taken under advisement. Ice Handling for Field Ice Water Coolers Ice for drinking water coolers is sometimes hauled and handled improperly, resulting in dirt and debris in the drinking water. C. M. Cruse will contact the appropriate supervisors for correction. Certification of Transtacker Operators An inquiry was made by Greg Bryan, former HSC member, regarding the need for training and certification of transtackers. This was referred to R. T. Hammann foi response. Bob replied by memo that OSHA requires training of operators of motorized transtackers, and no training of manually propelled transtackers. This requirement was communicated by memo to departments which use transtackers. Rubble Blocking Access at Substation 412-8 John Andrews reported a potential problem of rubble blocking access to the transformer disconnect switch for Substation 412-8 (North 68). Rubble dumped from trucks can prevent.a bucket truck getting close enough for a lineman to operate the pole-mounted disconnect switch. C. M. Cruse will contact the appropriate supervision. LAM014255 SC 13039 ( John Andrews, et al 2- - August 29, 1980 Contractor Vehicle In-Plant Speed Several comments were made regarding excessive speed of contractor vehicles. Cherry pickers are offenders as well. Two members stated that they had cautioned drivers. C. M. Cruse will contact the appropriate supervision. Vapor Flash in Storage Tank at Adjoining Facility Members reported that several complaints had been received regarding communications regarding a storage tank flash at an adjoining facility. Activity around the tank (Texas City Fire Department) was visible to Monsanto employees, but they were told the situation was under control. Cruse emphasized that the third quarter Guest Housekeeping Inspection will be a forerunner of the upcoming MCIC Safety and Housekeeping Inspection. Guest inspection teams should ask good, pointed, and thought-provoking questions of unit personnel. OLD BUSINESS Falling Incandescent Light Vapor Barriers This item is continuing since March awaiting J. J. McCurley's recommendation. John Andrews will seek assistance from the new Unit Safety Representative to survey the problem. Department 48/56 DL & D2 Column Access No progress on this item. Loe Lonsford will pursue at the next shutdown. Unchained Cylinder on Flatbed Trucks Lift gates have been modified, and safety chains have been installed in trucks. This item is complete. Welding Restrictions at Research 2 Shop When Queeny is Docked A letter will issue from Material's Handling to lift the restriction in most cases. This item is complete. Fork Lift Truck Backup Alarms and Lights LAM014256 The Committee has researched and studied this item. In the total period of time of operation of fork lift trucks in the polyethylene warehouse only one (1) injury has occurred and that to a driver. This warehouse has little or no pedestrian traffic. The Committee recommends that only a momentary backup alarm (1 to 2 seconds) be installed on the trucks. No flashing lights or beacons are recommended. Fork lift trucks in other warehouses should have backup alarms and flashing lights. This recommendation will be transmitted by SHAC to the PMSB. SC 13040 ( John Andrews, et al -3- August 29, 1980 Use of Different Colored Car Seals for Safety Device Lockout and Painted Safety Valves and Rupture Disc Flanges This item was assigned to Bobby Dotson and Vivian Hargrove for study and re commendation. Storage Tank Identification The Committee makes three recommendations regarding storage tank identification. (1) Storage tank contents should be painted on the tank in large (6") letters. (2) The functional item number should also be painted on the tank in 6" letters near the contents lettering. (3) Both the-contents lettering and the functional item number should be visible from the purap(s) servicing the storage vessel. This recommendation will be transmitted by SHAC to PMSB. Hard Hat Attached Safety Goggle Holders This item concerned hard hats being dislodged, resulting in cover goggles being pulled from the face. Tony Ozarchuk and C. M. Cruse discussed this item, concluding that all things considered, the goggle holder advantages outweigh disadvantages. Particularly advantageous are (1) better fit of goggle to face, (2) convenience of access to goggle when needed, and (3) comfort.
