I Minutes from the GIST meeting November 13, 2002 The meeting began at approximately 9:00 am. in the Division of Water Resources' conference room at 1201 Greenbrier St., Charleston, WV, Attending were Dave Watkins, George Dasher, Chad Board, and Don Criss o f the Division of Water Resources (DWR), Bill Toomey for the Bureau for Public Health, Steve Williams and Sara Wallace of the Ohio EPA, and Andrew Hartten representing DuPont. Roger Reinhart of the US EPA Region III was linked in by conference call.
The meeting began with an update of water sampling activities in West Virginia and a discussion of water sampling results from public water supply sites, and sampling results from the Ohio River. Sampling results were plotted on maps, and areas o f higher concentrations of C-S were pointed out, Andrew Hartten stated that all the data collected were very consistent with historical trends, aid no unexpected information was revealed in the sampling results.
New information from recently installed monitoring wells at the LeTart, Dry Run, and local landfills were also discussed. Samples were taken in the overburden aquifers and in bedrock aquifers. Locations of the new wells were shown on maps, along with historical data of C-8 concentration and groundwater flow, Andrew Hartten noted that data gathered from these new monitoring wells yielded no unexpected information either.
Groundwater modeling results were also discussed. The possibility o f groundwater flowpaths between DuPont and the Little Hocking well field were explored. The groundwater model showed a groundwater divide in the middle of the Ohio River, and no groundwater flowpaths between DuPont and the Little Hocking well field under various pumping regimes. The model demonstrated that there was no communication o f groundwater flowpaths between DuPont and the Little Hocking well field, even with DuPont's wells turned off. Andrew Hartten noted that the URS Diamond groundwater model very closely concurs with the results shown in an independently modeled groundwater flow model produced by the USGS. It was noted that the USGS, DuPont, and the DWR have high confidence in the URS Diamond groundwater model.
A short break was taken between 10:20 and 10:40 am.

Upon returning from a short break, an update was given on 1-mile and 2-mile radius sampling results in Ohio and investigations into C-8 contamination in the Little Hocking well field. Andrew Hartten noted that there were approximately 1200 homes surveyed or interviewed and 130 water samples taken in this two mile radius area. Results o f the survey work were shown on maps and areas of high C-8 concentrations were noted. Areas of high concentrations of C-8 were shown to be in line with air plume modeling. It was noted that highest concentrations of C-8 were found in shallow groundwater at or near the top o f the sand and gravel layer, and that concentrations decreased with depth.

Andrew Hartten mentioned that soil samples were taken at various locations around the DuPont facility, with highest concentrations of C-S being found in the first foot of soil. Locations of where the soil samples were shown on the map. Andrew Hartten stated that the GIST will issue a final report and any recommendations concerning C-8 contamination. This report is expected by the end of December 2002. After the report is received and reviewed, a meeting will be scheduled. Dave Watkins asked Roger Reinhart about the status of the Denver lab. Roger Reinhart replied that he had no new information and that a report would be forthcoming at some later time. The meeting broke for lunch at 11:40 am. At this time Roger Reinhart of the US EPA Region III leaves the meeting by ending the conference call. The meeting resumed at 1:03 pm, at which time final report planning was discussed. Andrew Hartten stated that all information should be in by late December 2002, and that the next meeting should take place sometime after the GIST has adequate time to digest the final report draft. February 2003 was suggested as a possible time. A draft report will be generated and sent around by e-mail for comment and any necessary revision. George Dasher and Andrew Hartten will be the principal authors of the final report, George Dasher then began a draft o f a possible outline for the report. This outline was then discussed. It was decided that the report would not include material from the CAT, except in reference. It was also decided that there would be no appendices of data, only references cited. It was agreed that the report would be presented at the next meeting. Other items were then discussed. Dave Watkins stated that questions remain regarding the role of air deposition in the contamination of Lubeck's wells. Dave Watkins said that soil sampling results should shed some light on this matter. Tt was decided that the next meeting would take place on Wednesday, February 19, 2003, in the Division of Water Resources' conference room at 1201 Greenbrier St., Charleston, WV. . , The meeting adjourned at 1:35 pm.
