He arranged for a proclamation to he put up to ex-, tend the operations to Wittenoom Gorge, but after giving the matter consideration, as disclosed by this file, I took the matter up with the Solicitor General, and he points out that that the Factories & Shops Act does not include any mine or colliery, and as the works at Wittenoom Gorge apparently constitute a mine it is not possible to cover them under the Factories & Shops Act* Therefore it appears as if we cannot assist the Minister for Health in her efforts to enforce^Cmprovements (and improved wording conditions for the employees at the Asbestos Works.- 15th Dec.1949* CR/HE. & Oi\ 0 / SECRETARY FOR LABOUR.
