My first effort was with the United States Testing Company, Inc., 1415 Park Avenue, Hoboken, New Jersey, telephone No. 201-792-2400. No one was available at that time to discuss the subject of asbestos dust surveys, however, the receptionist suggested that I talk with a Mr. Jascrzebski. I requested any information that they might have pertaining to asbestos dust surveys in production facilities, costs, data, etc., to be sent to my attention. I also spoke with a Mr. W. T. Ingraham, 7 North Drive, White Stone, New York, telephone No. 212-353-8690. Mr. Ingraham said that he was familiar with the procedures for determining airborne asbestos dust, however, in his opinion, the procedures standardized by the OSHA left much to be desired and were not reliable or reproducible. Nevertheless, they would be available to perform such tests but not within the next two months due to their present schedule. I inquired if he could give us an estimate or range of cost for an initial survey. He said that usually a survey is considered one day of typical production operation around which dust samples are obtained at appropriate points. However, he feels that OSHA may be more stringent in this case and require perhaps two or three days of repetitive tests. In his opinion, an initial survey requiring sampling around four or five stations, three or four times throughout a single day, would cost somewhere in the neighborhood of $1000 for manpower, one or two men. He estimates that analytical and testing, reporting, and interpretation would run another S2000. An initial survey would probably cost no less than $1500 and no more than $3000. I requested any information concerning his services that would be pertinent to our customers. Mr. Ingraham's estimate for an initial survey seem excessive and if typical could be extremely costly for customers in the small business category.
