SUBJECT: FOLLOW-UP NOTIFICATION OF A CERCLA REPORTABLE RELEASE OF VINYL CHLORIDE (IESDA INCIDENT NUMBER 910959)
Dear Mr. Kahila:
Pursuant to Section 304(c) of the Superfund Amendments and
Reauthorization Act of 1986, the BFGoodrich Company is submitting
a written follow-up notification of a vinyl chloride release which
occurred from its Henry, Illinois facility on Tuesday, April 9,
1991.
It has been determined after further evaluation of the
incident that the amount of vinyl chloride released was
approximately 18.2 pounds. The following information documents the
nature and extent of the release.

8. Any known or anticipated acute or chronic health risks
associated with the release and advice regarding medical
attention for exposed individuals:
The acute and chronic
health effects of vinyl chloride are outlined in the attached
Material Safety Data Sheet. However, there were no injuries
either within or outside the Plant boundaries as a result of
the release.

Precautions taken as a result of the release:
Continuous
vinyl chloride monitors in the polyvinyl chloride production
building and portable organic vapor analyzers were used to
determine the vinyl chloride concentration in the area of the
release. No unprotected personnel entered the areas where the
monitoring system indicated potential vinyl chloride exposure.

Actions taken in response to and to contain the release: The
release occurred in the polymerizer building from the sewer
drain as a result of polymerizer #31 sewer valve being
partially opened while beginning a reaction in the polymerizer
which contained polyvinyl chloride solution and vinyl chloride
gas.
It was determined that the sewer valve on the
polymerizer was loose and vibrated partially open over time.
Upon detection the sewer valve was closed isolating the
polymerizer.
