We met with Justin Berndt (Lake Manager), Allen Delima (Civil Engineering Technician), and Cliff NeSmith (BioChem Contact Operator), at the Opening Conference. I presented my credentials to Justin Berndt and informed him that this was an EPA inspection to determine the water system's compliance under the Safe Drinking Water Act (SDWA). The inspection was prompted by open routine monitoring violations of the Revised Total Coliform Rule (RTCR) from June 2021 to present, in addition to meeting Region 6 federal facility inspection priorities. FACILITY DESCRIPTION Rocky Creek 2 is a transient, non-community water system, which is part of the United States Army Corp of Engineers Lake Benbrook Rocky Creek Park Picnic and Camping Area, located on the east side of Lake Benbrook at 5900 Rocky Creek Rd. in Crowley, Texas. Rocky Creek 2 serves two connections that consist of two drinking fountains, which serve 11 primitive camp sites. A maximum occupancy of 8 campers per site is allowed by park regulations. Therefore, a maximum population of 88 people can be served at Rocky Creek 2. One ground water well operates through one water treatment plant (WTP) on one pressure plane. The Rocky Creek Park Picnic and Camping Area has been closed to the public since October 2013 due to multiple flooding events. The water system is maintained in an operational state so they can opt to reopen the park at any time without having to conduct seasonal startup procedures. At the WTP, located on the far south branch of Rocky Creek Rd., near the latrine parking lot, ground water from Well No. G2200222A (called R2 by the water system) immediately passes through a diaphragm well pressure tank. The water is then disinfected with 12% sodium hypochlorite solution before it enters the distribution system under direct pressure, which is maintained by a hydro-pneumatic tank. Section II - OBSERVATIONS During the inspection, we inspected the wellhouse, hydro-pneumatic tank, and discussed the system's open RTCR routine monitoring violations. Wellhouse The interior of the wellhouse was observed to be in good condition (Photo 1). We were informed that the wellhouse is cleaned on a weekly basis. The sodium-hypochlorite barrel was missing an original label (Photo 2, AOC 1) and had three openings through the lid (Photo 2, AOC 2). Evidence of wasp nests were observed on the ceiling of the wellhouse (Photo 3, AOC 3). Hydro-pneumatic tank Tank was recently installed in 2019 and was observed to be in good condition (Photo 4). RTCR Routing Monitoring Violation discussion 2 U.S. Army Corps of Engineers / USCOE Rocky Creek Park 2 Tarrant Inspection Date 05/10/2022 The system has received RTCR violations for failing to monitor for routine total coliforms during the months of June 2021 through March 2022. System personnel informed us that they have not routinely monitored for total coliforms due to the park being closed to the public but intend to return to compliance. The park is currently closed due to recurring flooding, making it unusable. They also shared their long-term plans for the well, which includes inactivating the well either through capping or other methods that eliminate the need to routine monitor while having the ability to reactivate the well in the future. We informed them that we would work with our Federal Facility Office staff at EPA to potentially assist with project funding. Section III - AREAS OF CONCERN (AOC) 1. The sodium-hypochlorite barrel was missing a label. We recommend replacing the missing label. 2. The sodium-hypochlorite barrel had three openings through the lid, which could serve as paths of contamination. We recommend properly sealing the barrel. 3. Evidence of wasp nests were observed on the ceiling of the wellhouse. We recommend proper insect removal and prevention to mitigate biological hazards inside the wellhouse. EPA Region 6 inspectors Sami Doupnik and Jessica Moore conducted a closing conference at USCOE Rocky Creek Park 2 Tarrant at 9:45 AM on 5/10/2022 for the inspection. During the closing conference, Sami Doupnik and Jessica Moore reviewed the 3 Areas of Concern (AOC) noted during the inspection. The water system was informed that since TCEQ has primacy for administering the Public Water Supply Program in the state of Texas, TCEQ would receive a copy of the report and determine any necessary follow up. Section IV - FOLLOW UP No additional information was received by EPA after exiting the Facility on May 10.
