Our co m p lain t in th e p a s t h a s been t h a t i n e v e ry c a s e , in s p i t e o f the fa c t th a t th ere a re t r a f f i c singles to the q u estio n , we havo received no p re lim in a ry in fo rm atio n w hatsoever n o r been c o n ta c te d in any way w ith re g a rd to th e ro u tin g you had in mind. Our o b je ctio n lias been ra is e d because o f the f a c t t h a t in n o t l e s s th a n two in s ta n c e s you have made f i n a l arrangem ents w ith all o f th e custom ers in v o lv e d , sw inging them o v e r to y o u r su g g este d p o o l s h ip s e n t. Then, the companies have placed th e i r o rd e rs, and you have req u ested th a t th e re be no h itc h o f any kind in th e shipm ents. In th e very re c en t case ' o f th e pool shipm ent to Standard o f C a lifo rn ia a t E l Segura and Union a t M altha, you had not been given th e acjcurate inform ation by the ra ilro a d agent as to fre ig h t r a te s , although adm ittedly the e rro r had no e ffe c t on th e s e le c tio n o f r o u tin g . The mMn p o in t i s t h a t th e t r a f f i c q u e stio n i s d e f i n i t e l y a s s o c ia te d w ith th e s e sh ip m en ts, and we would th e r e f o r e l i k e to be i n on th e w orking p u t o f th e movement p r i o r to th e f a c t , to c o lla b o ra te on th e s u b je c t. There i s too much o f a p o s s i b i l i t y t h a t you m ight be re c e iv in g erroneous in fo rm atio n , which could re s u lt in embarrassment i f you had to co rrect y o u rse lf w ith th e custom ers.
We do n o t mean t o be q u ib b lin g a b o u t p ro c e d u re . We a r e i n t e r e s t e d in working th is out m utually to th e in te re s ts o f our custom ers, end re p e at th a t th e e lim in a tio n o f th e tru c k in g on th e C oast g iv e s u s a p re fe ra b le method o f handling in many in s ta n c e s .
You have recommended t h a t th e T r a f f i c D epartm ent make a s tu d y of th e p o s s ib ilitie s o f pool shipments to accom plish your purpose on the C oast. We su g g e s t a s a s t a r t i n g b a s i s , b ecau se o f y o u r f i r s t - h a n d knowledge o f th e tru ck in g co n d itio n s on th e C oast, th a t you submit a l i s t o f th e custom ers and d e s ti n a tio n s w hich you have in m ind, and we s h a l l be g la d to g iv e ev ery c o n s id e r a tio n to working o u t a s u ita b le ro u tin g . A lso, i f you have in mind any p o s sib le c o m b in a tio n s, we d o n ' t mean to say you sh o u ld w a it f o r u s t o c r e a te th e idea* On th e c o n tr a r y , we w ould welcome y o u r s u g g e s tio n s , i n o r d e r t o have th e oppor tu n ity to check th e tr a f f ic angle before ra th e r than a f te r the fa c t.
