Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 107 Gilmer Street Adairsville, Georgia 30103 Inspection Date: July 20, 2022 Facility Programmatic ID 3601453921 LAT: 34.3663 LON: -84.9347 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm (lead inspector) Tony Spann (Inspector-in-Training) Introduction An inspection pursuant to Section 114 of the CAA was conducted on July 20, 2022, at 107 Gilmer Street in Adairsville, Georgia 30103 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility is located in a strip mall. Permit #2022-113 was issued by the City of Adairsville on June 22, 2022, to Penfield Property Management, LLC for renovations to the facility including the remodeling/alteration of the commercial facility's building, plumbing and mechanical systems. The facility is located in a strip mall between the Mercantile General Store and Caf on the Square (109C) and Homestead Nutrition (105). The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is a unit in a strip mall. The type of commercial facility and its usage could not be determined from this inspection. Inspection Inspection The facility was not open or operating at the time of this inspection. No one was at the site. Inspectors observed through the facility window that the facility's flooring had been removed. Ceilings and back walls also appear to have been removed from the facility. Approximately twelve buckets of all-purpose joint compound and scaffolding were also visible. The permit indicated that Penfield Property Management, LLC is the owner/operator responsible for the renovation activities at the facility. Conclusion The inspectors will follow up Penfield Property Management, LLC and other owners/operators of the facility and the renovation activities, as deemed appropriate, to obtain information and necessary paperwork related to these activities. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, renovation notifications, and waste shipment records for the facility.
