Sun City Analytical, inc. (SCAI) appreciates the opportunity tu work with on the above mentioned project. We can assure satisfaction with our service and professionalism in accomplishing this asbestos inspection. During our tour of your project, SCAI was able to come up with some asbestos removal options. The asbestos material on your duct work is classified under the National Emission Standards for Hazardous Air Pollutants (NESHAP) as Category II non-friable asbestos which potentially may become^, friable by forces expected to act on the material during demolition or renovation. Moreover, SCAI professional opinion is that this material can be classified as roof flashing and could fall under the roof interpretive rule of June 17, 1994. The ASARCO plant is exempt at this time from the Texas Department of Health asbestos regulations, however the State can still enforce the Environmental Protection Agency's 40 CFR 61 NESHAPS regulations. This NESIIAPS regulations do require you to notify the State of asbestos removal and provide proper control measures to prevent asbestos exposure to occupants or general public. SCAI recommends the following actions: Develop an abatement plan outlining the abatement procedures and protective measures that will be taken Notify the State of Texas of the intent to remove asbestos, using their proper form. Use only accredited and certified contractors and/or in-house personnel to remove asbestos. Perform air monitoring and documentation during all abatement activities. Insure disposal at a properly regulated disposal facility. SCAI can assist you with this project and perform all asbestos consultant duties. SCAI does not recommend full containment procedures on this project due to the classification of the asbestos material.
