Dear Doctor Magnuson: I am writing to you in a personal, rather than an official manner, because I do not wish to direct a formal request to you in your official capacity. Yet I am not designating my letter as "personal, " since, if you are not "at home" when this letter arrives, I would like for one of your associates, 3uch as Dr. Cooper or Mr. Doyle,to take such steps as are appropriate to give me, or obtain for me, some information, if it is feasible or desirable to do so. I do not want to stimulate a hasty response to my query, nor to upset the procedure that may be necessary. The point is that the matter which 1 laid before the group assembled by Mr. Doyle on June 26 is giving me some concern. The management of Ethyl Corporation i3 on something of a spot in dealing with its customers, in view of certain technologic' developments of the past year or two, and also in certain matters in which competitive advantage is at stake. In certain of these matters, timing is of considerable importance, and hygienic considerations, with particular reference to the attitude of the Public Health Service, are decisive factors in the timing. The officers of the Corporation do not wish to prejudice, in any way,the decision or the formulation of policy, and therefore they have entrusted me with the presentation of this matter as I see it, and with the solicitation of the views and wishes of the Service, I should like to report to them, as soon as I can, the outcome of our conference. As you are probably aware, I did not hesitate to present my own opinions to the group. It would not be becoming in me to argue the case further, nor do I have any intention of saying more unless I am asked to do so. On the other hand, I have need of advising my associates in Ethyl Corporation, and especially Mr. B. 3, Turner, the President, with whom I talked , yesterday afternoon, on the telephone.
