The facility is located outside Russellville, Pope County, Arkansas from Interstate 40, then right on Highway 124, then right onto Highway 326, and right onto a gas lease road at 35.328333, -93.043333. No facility representatives were present at the time of the inspection. Derek Goodman, Inspector with Arkansas Oil and Gas Commission (AOGC) was present during the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION EPA conducted an inspection on the Rheba SWD, LLC / Rheba 20-2 SWDS Tank Battery, which contained one (1) tank battery, three (3) storage frac tanks for produced water, and one (1) Class II saltwater disposal (SWD) injection well. For additional GPS location and photo metadata, see Appendix 1. I observed three (3) frac tanks for oilfield liquid waste storage prior to injection into the SWD and miscellaneous equipment associated with the operation, see Photos No. 2 through No. 8 and No. 11. I observed the SWD injection well with the AOGC tag on the well, see Photos No. 9 and No. 10. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Rheba SWD, LLC being present during the inspection. There were no areas of concern at the time of the inspection. AOGC has tagged the entrance gate and the Class II SWD injection well, and the facility is listed as "temporarily abandoned" on the AOGC website. The facility falls under NAICS 213112 and SIC 1389, and the operation requires an Industrial Stormwater General Permit (IGP; ARR000000) issued by the Arkansas Division of Environmental Quality (ADEQ).
